Bidding Instructions

1.1. Price

It is up to the Contractor to propose the firm-fixed price for the deliverables as follows:

• WP1 – Initial roll out of user equipment.
• WP2 – Roll out of permanent user equipment.
• WP3 – IT Service Kiosk service.
• 2026 - Options
• 2027 – Options

1.2. Technical Proposal

The Contractor shall provide a project proposal:

a) detailing how the service will be provided, no longer than 10 pages and include proposed Service Level Agreement (SLA);

b) including CVs to demonstrate people capacity in accordance with the project proposal

c) Candidates with valid Personal Security Clearances at least to NATO SECRET level;

d) It can be a team. It is up to the bidder to propose the size of the team that executes the work and produces the deliverables in the time line allocated. The Purchaser may accommodate a reasonable number of personnel at the current facilities. The CVs shall clearly distinguish if the proposal is for Key Personnel or not.

2027H2 Option: 1st June 2027 – 31 December 2027

Specific Requirements

• The Contractor’s personnel shall be knowledgeable and experienced in the nature of the tasks and activities of the Service.
• The Contractor’s personnel shall possess valid Personal Security Clearances for the duration of the Contract performance.
• The Contractor’s personnel shall have sufficient knowledge in English language to allow smooth verbal and written communication.
