Position Overview

QinetiQ US is looking for a Senior Level Program Analyst Cyber Security Specialist  to establish and maintain information technology management oversight for the current OUSD(R&)E IT footprint (e.g., systems, capabilities, technology) and outline a technology roadmap that will allow R&E to seamlessly communicate up, down and across the Department of Defense.   Provide strategy and guidance on the integration of existing R&E communications into a cohesive structured approach and constantly assess new communication technologies and make recommendations as to their impact on the R&E mission.  Duties innclude:

Responsibilities

  • In accordance with DoDI 8530.01, provide guidance and monitoring support to government sponsor with regard to cybersecurity protection of the DoDIN duties including but not limited to:
    • Vulnerability assessment and analysis.
    • Vulnerability management.
    • Malware protection.
    • Information security continuous monitoring (ISCM).
    • Cyber incident handling.
    • DODIN user activity monitoring for the DoD Insider Threat Program.
    • Warning intelligence and AS&W.
  • Provide technical and system administration support through troubleshooting, identifying, and isolating issues, conducting root cause analysis, and implementing appropriate solutions to software and system anomalies as they occur.
  • Prepare for government leadership and ITM, responses to application-related issues, resolving on-the-spot problems (when possible), replicating the issue for internal analysis/diagnosis, and preparing technical documentation that accurately depicts the problem and/or solution for feedback to developer/vendor/help desk.
  • Work alone on individual projects while being involved in larger projects as a team effort.
  • Support the development of new IT capabilities that will further the R&E mission and provide greater efficiency and effectiveness.
  • Support the operations and maintenance aspects of deployed IT capabilities.
  • Support the development of system security documentation on both new and previously deployed capabilities.
  • Help to maintain the integrity and security of R&E IT systems by identifying risks and working with the appropriate stakeholders to implement a response.
  • Interact with customers to include providing deskside support, training, troubleshooting and advice on IT related issues, as needed.
  • Maintain current knowledge of relevant technologies.
  • Participate in special projects, as requested.
  • Serve as a liaison to Joint Service Provider on open tickets that require additional attention

Required Qualifications

  • A minimum of ten (10) years-experience, of which at least five (5) must be specialized, in information technology and its various components. 

  • The specialized experience may include facilitation, change management, training, process re-engineering, business management techniques, organizational development, activity and data modeling, or IT system planning and development.  Must be able to maintain knowledge of current system designs to connect, configure, and/or enable information systems, devices, or components as assigned.
