Position Title: Contract Maintenance Manager – Caretaker Services (CMM-C)
Area of Requirement: Fort Leonard Wood MTF (Existing Hospital Bldg 310 & CP Bldg 311)
Scope of Position: Under TE-OS-C.0, the CMM-C orchestrates a reduced-footprint Caretaker maintenance program that preserves critical infrastructure capabilities during hospital closure phases. This includes prioritizing life-safety and mission-essential systems, coordinating preservation maintenance in accordance with Army Facilities Components Guide, and ensuring seamless turnover to decommissioning contractors. The CMM-C also manages transition-out documentation, asset-preservation plans, and end-state condition assessments in coordination with Base Realignment and Closure (BRAC) offices.
Tasks and Capabilities Required:
· Service Implementation & Oversight:
o Develop and maintain a phased caretaker-service schedule, integrating Preventive Maintenance (PM) of essential RPIE per Attachment 2.0, unscheduled Corrective Maintenance (CM), and statutory Airfield Emergency Response standby per PWS 5.6.7.
o Oversee weekly walk-downs of Building 310 and CP 311, verifying asset condition, documenting preservation-maintenance tasks, and validating critical spare-parts inventories.
· Emergency & After-Hours Response:
o Maintain on-call rotation with 24/7 coverage; coordinate with Base Fire Department, DPW Utilities, and biomedical teams to restore life-safety systems within one hour of outages.
o Authorize, document, and audit emergency service orders in DMLSS-FM and LogiCole; ensure hard-copy and digital records meet audit standards for government review.
· Quality Control & Reporting:
o Conduct bi-weekly performance audits against TE-OS-C.0 metrics; lead non-conformance resolution teams and update the Quality Control Log.
o Prepare bi-monthly status reports and variance analyses, highlighting cost-avoidance initiatives and risk-mitigation measures to the CPM and COR.
Mandatory Experience and Certifications:
· Five (5) years’ experience in O&M of bedded-inpatient facilities, including caretaker or standby service supervision in phased-out environments.
· Demonstrated expertise in Army Facilities Components Guide and BRAC-specific preservation standards.
· Proficiency with DMLSS-FM asset-management workflows, NFPA codes, OSHA, and EPA regulations.
· ASHE CHFM certification is desirable for integrated life-safety oversight.
