About the role

ICF is hiring a Capture Manager to help us develop and manage capture programs to win new federal contracts across civilian agencies, largely focused on Health and Human Services. The Capture Manager will lead assigned capture projects with a two-fold goal (1) to win while also (2) coaching and mentoring our client-facing staff on capture best practices and how to expand work with existing clients. 

The successful candidate will bring experience delivering, capturing, bidding, and winning work and solutions across health and social programs agencies including CDC, ACF, NIH, DOL, CMS, and DOJ, in the areas of Health IT, digital modernization, data analytics, program development and evaluation, training and technical assistance, management consulting, communications support, and healthcare clinical quality measures and tool development. 

As a Capture Leader, you will work to design and manage capture activities focused on Federal Health and Civilian markets. You will be responsible for maximizing the win probability on a range of opportunities through team leadership, strategic thinking, insightful action, and mentoring and coaching our client-facing staff. You will drive efforts to win new business, creatively & collaboratively bringing the best of what ICF has to offer to new and existing clients and markets.

This role can be fully remote within the United States.

Key Responsibilities:

  • Leads a typical capture portfolio of approximately 4 to 5 capture projects simultaneously, with programs that range in value from $15M to $50M each. 

  • Design, implement, and drive capture strategies that translate client needs into innovative and differentiated P-Win enhancing capture strategies to win business.

  • Lead all facets of capture to include solution development, win theme development, competitive analysis, teaming, pricing, B&P management, communication/reporting, and other activities as required to support captures, with support from SMEs, pricing, and other internal partners.

  • Work closely with leaders across the group, including our Account Leaders, operating unit leaders, growth and business development managers, capability and solution leads, subject matter experts, other ICF stakeholders, and external partners to foster a “one ICF” approach to meet client needs.

  • Guide teams to develop total solutions with and without support from solution architects.

  • Work with our marketing team to drive thought leadership, campaigns, or social media activities in key client segments.

  • Participate in business planning activities including quarterly pipeline reviews, gate reviews, and proposal reviews.

What you must have: 

  • Bachelor’s degree and 10+ years of experience with a firm supporting federal government clients

  • 5+ years of demonstrated experience leading, influencing, and collaborating with multi-disciplinary teams and managing multiple efforts or projects concurrently

  • A complete understanding of the entire Opportunity life cycle, from business development and opportunity identification to qualification and capture to proposal development and submission

  • 3+ years of experience with established proposal & capture methodologies focusing on health, human services (social programs), or related markets

  • At least 3 years of recorded/verifiable wins of new business opportunities greater than $10M with the Federal government

  • 5+ years of management and resource allocation experience, including:

    •  The ability to prioritize effectively in limited time frames and allocate resources as needed,

    • Working collaboratively with leadership to ensure appropriate staff engagement to achieve desired objectives and established milestones

    • Successfully engaging with clients to build relationships, with the ability to understand diverse client needs

What we’d like you to have:

  • Demonstrated skills in opportunity qualification

  • 5+ years of experience in capture and proposal manager roles at firms who contract with the U.S. Federal Government

  • 5+ years of working knowledge and understanding of the government acquisition process, the FAR, and acquisition strategy development

  • Strong proficiency in MS Word, PowerPoint, Excel, and Microsoft Teams / SharePoint

  • Strong organizational, prioritization, and planning skills managing a wide range of efforts simultaneously

  • Excellent interpersonal skills and ability to gain support and establish working relationships with program/project managers, technical leads, SMEs, peers, staff, outside clients, and teaming partners

  • Excellent written and verbal communication skil
