About the role
As the Manager, Regulatory Operations within our Regulatory Operations team, you will manage the successful oversight and completion of all Evidence of Coverage (“EOC”) related processes, as well as the leadership of the EOC Team. The EOC Team is responsible for the drafting and formatting of our core insurance policy documents, including the Transparency in Coverage Narratives and Evidences of Coverage across Oscar’s Individual + Small Group Portfolio. The team is also responsible for coordinating business review across 20+ teams, partnering with Oscar’s filing team to facilitate regulatory approval, incorporating Legislative + Regulatory updates, and ensuring benefit configuration aligns with legal updates. As the Manager of the EOC Team, you will ensure the quality of the aforementioned activities, and be accountable for the team’s. You will build pre-established workflows and tools to ensure operational success, while simultaneously overseeing the development of process improvements and facilitating support where needed. You will work with both multiple internal Oscar teams and independently to meet departmental and company goals.
You will report to the Associate Director of Regulatory Operations. This is a hybrid role. You will work part of the time in the Tempe, AZ office and part of the time work-from-home/remote. #LI-Hybrid
The base pay for this role is: $97,200 - $127,575 per year. You are also eligible for employee benefits, participation in Oscar’s unlimited vacation program and annual performance bonuses.
Responsibilities
- Be the EOC SME for the regulatory operations ecosystem and current strengths, weaknesses, and gaps within important region(s)
- Lead EOC team members, promoting growth, accountability, and continuous improvement as a first priority
- Work on multiple, simultaneous and diverse assignments while following deadlines and provide on-the-ground support to the EOC team while doing so
- Propose and implement programs to improve our business and member facing outputs, while protecting and improving the integrity of the Legal team deliverables, while providing crisp, next steps for internal and external partners.
- Ensure the quality and timeliness of annual filing inputs through initial submission and regulator facing negotiation periods
- Project manage the internal tracking and monitoring of Regulatory Operations team deliverables related to our Legislative processes.
- Present, and coordinate information cross functionally to ensure operational success with partners.
Qualifications
- A bachelor's degree in a legal, healthcare-related or humanities field, or 4 years commensurate experience.
- 5+ years of healthcare industry regulatory analysis experience, in the health plan/managed care space.
- Proficiency in MS Office and Google Tools.
- Project management and process improvement experience
- Proficiency in designing and improving workflows, and demonstrative project management experience.

Pay Transparency:
Final offer amounts, within the base pay set forth above, are determined by factors including your relevant skills, education, and experience.
