Description:
The College of Arts & Sciences seeks a Procurement Manager for the Financial Support Services (FSS) Unit to manage the procurement and contract staff within the FSS. The Procurement Manager interprets and enforces the University’s procurement policy and applicable state law to ensure that proper protocols are followed. They also provide procurement policy and procedures training for FSS procurement personnel and for departmental personnel that process procurement functions as needed. The Manager also serves as the primary centralized personnel in reviewing and processing contracts, bid documentation, and negotiations with suppliers on behalf of the College.
Responsibilities:
- Provides Direct leadership and management over the unit's purchasing and contract functions
- Manages internal operations including: supervising 2 Procurement Specialists, assigning work, writing and maintaining process manuals and documenting practices
- Substantially contributes to strategic procurement initiatives
- Establishes and manages guidelines governing the office's day-to-day functions including customer service standards and other metrics
- Assists in hiring process, disciplinary processes, and coaching/counseling employees
- Conducts Performance Reviews of direct reports
- Oversees College and University Procedures to ensure compliance
- Establish best practices for contract management in the College of Arts and Sciences and effectively as a subject matter expert on contract policies and on contract submission
- Submit complex contracts, ensuring compliance with University policies, working with vendors to determine best options for securing the best rates, and negotiating with vendors as needed
- Evaluate vendor terms to ensure alignment with University policies and negotiating terms when there is misalignment with University standards and requirements
- Advises CAS departments on procurement compliance with all applicable university policies and state laws
- Assists with specifications
- Reviews contract language
- Prepares and processes the vast majority of contracts for the college
- Reviews non-competitive justifications
- Represent CAS interests when reviewing requests for purchase/framework order extensions, renewals or rebids as requested by Procurement Office.
- Assist, as requested, with reports and rate proposals.
- Serves as the colleges subject matter expert on issues related to procurement
- Develops and provides appropriate and needed training to Procurement Specialists within FSS to ensure quality service to CAS and Departments.
- Provides up-to-date procurement systems training for departmental procurement staff and users
Qualifications
Qualifications:
Required:
· Bachelor’s degree with two years of purchasing experience; or
· Associate’s degree with four years of purchasing experience; or
· High School Diploma with six years of purchasing experience
Preferred:
· One year of supervisory experience
· Experience with contract management
Knowledge, Skills and Abilities (KSAs):
Required:
· Knowledge of procurement practices.
· Skilled in exercising a high level of discernment and keen business judgment.
