Job Overview

JDSAT is an Operations Research and Data Sciences firm currently seeking an enthusiastic, self-driven, and experienced Operations Research Analyst to the US Navy’s Bureau of Medicine and Surgery (BUMED) in strategic decision support through operational analysis of manpower plans, policies, and management to ensure medical forces ready for global contingency operations. These activities require careful and meticulous planning and analysis to balance programming limitations, operational demands, and unit readiness.

The qualified candidate will be trained and experienced in Operations Research or related technical field, such as Manpower Systems, Economics, Data Science, Computer Science, Analytics. The qualified candidate blends professional and communication skills with technical analytical tasks using both qualitative and quantitative data. The ideal candidate will possess an advanced degree at least (5) years’ experience in a relevant field, including experience analyzing strategic operational challenges within the Department of Defense. The ideal candidate will possess advanced technical skills in statistical and data analysis and demonstrated ability to use common statistical programming languages (e.g. R, Python, or similar) to support a variety of analytical tasks. The candidate is expected to collect technical requirements, liaise with data owners, manipulate and analyze complex datasets, and provide analysis of results that can be visualized and easily comprehended by non-technical customers. The candidate will produce technical data analysis on several existing workstreams; work with customers to evaluate new requirements; serve as a technical expert capable of clearly explaining technical methodologies in lay terms; deliver technical solutions that meet requirements; and evaluate datasets to creatively explore how they can be developed into new workstreams.

The ideal candidate will be an excellent oral and written communicator, capable of framing project-level approaches and translate technical material into decision-generating insights for clients who may not have similar technical expertise.

This position requires a SECRET clearance or demonstrated ability to obtain such clearance.

Responsibilities

• Contribute to a Data Analytics Team to deliver technical solutions that meet client requirements in order to create dynamic data visualization and analysis tools to increase the ability of leadership to make informed decisions.
• Work with clients, managers, and technical staff to understand business needs and translate these needs into technical models.
• Liaise with customer operations researchers and subject matter experts to improve algorithm effectiveness against Key Performance Indicators
• Extract, transform, integrate, and analyze data from disparate relational database management systems.
• Conduct exploratory analysis and data visualization.
• Develop machine learning and artificial intelligence models for predictive and prescriptive analyses.
• Support implementation of data and analytical products at disparate locations.
• Support implementation of proof of concepts to help make technology choices and validate modeling assumptions.
• Develop professional communication products in technical and functional areas that communicate business value to the client. Includes briefings (oral and written), white papers, and reports.

Requirements

Required Skills and Abilities

• Bachelor of Science degree in Operations Research, Data Science, Data Analytics, Data Engineering, Industrial Engineering, Systems Analysis, Statistics, Mathematics, or related STEM field.
• Minimum of five (5) years of experience in a relevant field as described above.
• Experience building a variety of machine learning models.
• Experience building optimization and simulation models.
• Experience in Object-Oriented Programming (Python, Java, or C++ are preferred).
• Experience with SQL and relational databases
• Experience with statistical programming languages (SAS, R, Python, etc.)
• Experience with Excel and Visual Basic for Applications.
• Experience developing interactive data visualizations for exploratory analysis.
• Excellent written and verbal communication skills with both technical and non-technical audiences.
• Possess, or be able to obtain, a SECRET-level security clearance.
