“Human Rights for All – Phase 3” (HR4All) is a joint initiative of the European Union (EU) and the United Nations (UN) to be implemented as a joint programme by the United Nations Development Programme (UNDP) and the Office of the High Commissioner for Human Rights (OHCHR). 

Its overall objective - The enjoyment of human rights by all, particularly those in vulnerable situations, is ensured through the human rights framework and implementation at both national and local levels – complies with national priorities enshrined in the Constitution and major country policy documents and international obligations of Georgia, including EU-Georgia Association Agreement, Sustainable Development Goals and UN human rights treaties.

Duties and Responsibilities

Under direct supervision of the Project Manager, the Analyst will carry out the following duties and responsibilities:

  • Contribute to planning and effective implementation of the Programme activities, monitor the quality and impact of the programme activities, and report to the Project Manager on a regular basis, as well as contribute to the design of narrative reports for the projects and ensure the maintenance of the related documentation (reports, correspondence, etc.);
  • Provide expertise to the development of relevant documents and other activities in the frames of the programme on human rights, with a specific focus on the economic and social rights of minorities and vulnerable groups, including persons with disabilities (PwDs), as well as prepare expert analysis on draft laws and current legislation provided by the National Human Rights Strategy and its Action Plan affecting human rights, particularly those of vulnerable and marginalised groups, including PwDs; 
  • Communicate with non-governmental organisations working on human rights, including on the rights of PwDs issues;
  • Analyse recommendations issued to Georgia by UN human rights treaty bodies related to project outputs and suggest measures for their implementation; 
  • Contribute to raising public awareness of human rights and disability issues in Georgia and support the preparation of relevant awareness-raising materials; 
  • Participate in the roundtable meetings with civil society organisations, governmental institutions, mass media and other national and international stakeholders; 
  • Serve as a resource person and expert on human rights and disability issues for Government counterparts and UNDP management when required, as well as act as a trainer as required. 
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangements: The incumbent's direct supervisor is the Project Manager of “Human Rights for All – Phase 3”.
