Job Summary
Amtrak is in the midst of a once-in-a-generation effort to transform New York Penn Station through a multibillion-dollar public-private partnership with the support of USDOT and the Federal Railroad Administration. The Director Program Management will report to the Senior Program Director and be responsible for overseeing, directing and implementing key program management activities. Under the direction of the Senior Program Director, this position has the overall responsibility and oversight for directing NYPennT program resources for all capital and reimbursable force account and capital contractor-related construction activities on the NYPennT program.
This role includes working in partnership with multiple Amtrak departments to ensure successful coordinated execution of the NYPennT program.
Essential Functions
- Oversees the planning and implementation of capital and reimbursable force account and capital contractor-related construction activities on the New York and Mid-Atlantic Division in close collaboration with and with direct support of the Amtrak’s project management practitioners.
- Oversees and directs operating resource allocation including staffing, financial accountability, material and equipment purchasing and asset management.
- Responsible to review designs, provides estimates for force account and third-party contract management, coordinates outages and monitoring of construction until completion.
- Oversees the planning, integration and implementation of the construction program within the Engineering Portfolio and ensures all disciplines are coordinated within the construction projects with other departments and agencies
- Oversees the development and implementation of construction-related site-specific safety plans and programs driven at all levels with specific goals and objectives to reduce injuries for all related projects
- Directs performance of construction management services by Amtrak staff, consultants and contractors for successful completion of projects
- Reviews change orders on assigned projects and represent projects in the change order approval process
- Communicates Amtrak’s safety vision and goals; oversees the implementation of corporate and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all subordinate employees
- Demonstrates necessary leadership to support a zero incident and injury culture within Amtrak
- Manage and monitor construction schedules, progress and costs; maintain, adjust and update project plans, as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project scope, schedule and budget status to project participants and stakeholders in close collaboration with assigned project management practitioner and controls staff.
- Work with Project Management and Project Controls teams to support the development and implementation of project plans, schedules and budgets consistent with operational needs and budget allowances, and oversee bid negotiations and consultant relationships
- Ensure construction progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations
- Provides technical advice on matters related to capital projects delivery with focus on construction management
- Builds and maintains external relationships to provide effective communication of construction status and accomplished goals and objectives
