                                                         TERMS OF REFERENCE

Under the overall supervision of the Deputy Representative Programmes with support from PMER, the consultant will undertake a desk review and consultations with UNICEF staff and relevant stakeholders to ascertain the current status of gender equality programming in the South Sudan Country Office and provide actionable recommendations. The consultant will:

  • Conduct a desk review of relevant documents including CPD, HAC annual workplans, evaluations, studies, research, strategic programme documents, annual reports and gender-related analyses.
  • Review relevant national policies and commitments related to gender equality to ensure alignment with national priorities and frameworks.
  • Map the existing gender-responsive interventions and partnerships across UNICEF programme sectors.
  • Analyze current programme outputs, activities and approaches to assess gender integration and gender-responsive programming including its budgeting. Identify key gender equality gaps, priorities, and entry points.
  • Facilitate consultations with UNICEF staff and relevant stakeholders.
  • Support prioritization of gender equality outcomes and programmatic actions.
  • Develop recommendations and propose gender-responsive interventions including funding and budgeting.
  • Prepare and present findings and facilitate internal discussions.
  • Develop a concise Gender Programmatic Review report.
  • Support development of a Gender Equality Action Plan or workplan.
  • Provide recommendations for strengthening monitoring, reporting, and accountability for gender equality outcomes.

Minimum Qualifications

Education:

  •  Advanced university degree (Master’s or higher) in Gender studies, social sciences, international development, public policy or related field.

Work Experience:

  • At least 10 years of relevant professional experience in gender equality, programme review, or related field.
  • Experience leading surveys, research and evaluation including a gender programme review.
  • Experience working with UN or international organizations is an asset.

Language Requirements:

  • Proficiency in both written and spoken English.
