Position Summary

The Sr. Data Scientist is a senior technical role responsible for spearheading advanced analytics and artificial intelligence initiatives that inform strategic and operational decision-making across enterprise technology and State agencies. This position serves as a recognized expert in data science, machine learning, analytics, and emerging AI technologies, including Generative AI (GenAI).

The role leads complex, high-impact analytics efforts end-to-end—from data acquisition and modeling through insight delivery and operationalization—while partnering closely with business leaders, engineers, and data teams. In addition to deep technical expertise, this position requires strong executive communication skills and the ability to translate complex analytical outcomes into clear, actionable recommendations.

Key Responsibilities

Advanced Analytics & Artificial Intelligence (AI) Delivery

  • Lead the design, development, and deployment of advanced analytics, machine learning, and AI solutions that support strategic, operational, and policy decisions.

  • Translate ambiguous or complex business problems into clear analytical hypotheses, solution architectures, and delivery plans.

  • Design and implement predictive models, forecasting, anomaly detection, optimization techniques, and performance analytics.

  • Develop and operationalize Generative AI (GenAI) and LLM-enabled solutions, including retrieval-augmented generation (RAG) workflows where appropriate.

  • Ensure analytics and AI solutions meet enterprise standards for reliability, scalability, security, and maintainability.

Data Management & Engineering

  • Lead efforts in data collection, preprocessing, validation, and analysis across structured and unstructured data sources.

  • Partner with data engineering teams to identify valuable data sources and improve or automate data pipelines and ingestion processes.

  • Ensure data quality, integrity, and usability for analytics and AI applications.

  • Architect and refine data models that enable consistent, trusted insights across use cases.

Technical Leadership

  • Serve as a subject matter expert in data science, analytics, and AI methodologies.

  • Establish and uphold standards for:

    • Model development, validation, and documentation

    • Code quality, peer review, and version control

    • Testing, deployment, and lifecycle management

    • Responsible and ethical use of AI

  • Conduct complex programming tasks that synthesize analytical outputs into actionable business insights.
