Project Overview:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) has safely destroyed 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant completed operations and munition destruction phase as of June 2023. PCAPP is now in its Closure phase.

 

All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Role Overview:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Senior Safety Specialist Engineer at the Pueblo, CO location. This position will report to the Safety manager at the PCAPP project. Integrates safety and health issues and requirements into planning documents, reports, plans, schedules, and subcontract packages. Has technical responsibility for interpreting complex OSHA and DOD requirements, evaluating, and applying appropriate health and safety principles, while formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with requirements. Provides technical assistance to other safety professionals, work control, operations, and maintenance in a conduct of operations-based environment during systemization and operations.

 

Responsibilities:

  • Provides input on bid decisions, proposal development, and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with safety requirements.
  • Provides technical support to safety studies, health assessment studies, and project risk assessments.
  • Coordinates appropriate consideration of safety requirements with subcontracts, engineering, and operations personnel as assigned.
  • Provides safety technical support and assistance to projects and coordinates safety requirements and formulation of risk reduction measures with project-assigned safety personnel, engineering, construction and onsite ES&H representatives during construction.
  • Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety requirements that may affect project design, schedule, and cost.
  • Drafts comprehensive ES&H procedures, project specific risk reduction plans, safety awareness training programs, and technical reports.
  • Provides recommendations and input for revising safety procedures, work processes, and other quality improvement measures.
  • Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project's ES&H procedures.
  • Calibrate and use safety and health instrumentation, recording data in accordance with records retention policies and procedures.
