As the Airport Security Compliance Manager, you will oversee and manage the Airport Security compliance and enforcement programs and associated functions to help ensure the safe, efficient, and secure operation of the Airport and ancillary facilities. The work contributes to the security of restricted areas and the safety of vehicles operated at the airports.

Airport Security Compliance Manager

Serves in the Airport Operations Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD).

Through subordinate staff, or personally, oversees, develops, implements, and manages the Airport Security compliance and enforcement programs and associated functions in accordance with Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations and the Airport Security Program as well as other standards and best practices. Performs related functions.

GENERAL RESPONSIBILITIES

Serves as an Alternate Airport Security Coordinator (ASC) upon completion of site-specific ASC training and performs the functions and responsibilities of the ASC role as outlined in TSA regulations 49 CFR 1542 as directed by the Airport Security Manager.

Manages the deployment and management of contract security guard services; develops, implements, and enforces policies, procedures, performance standards, and management objectives.

Directly or through subordinates, provides, develops, implements, and manages compliance and enforcement programs related to Airport Security requirements and safety requirements of the Airport complex. Conducts the investigation, mitigation and resolution of security incidents, concerns and major safety violations.

Takes action to ensure the containment of potential threats or incidents, including, but not limited to, notification of changes in security conditions through issuance of Security Bulletins, restricting or modifying secure area access, and the confiscation of ID badges, as necessary.

Coordinates through the Airport Security Manager with Airport Police and other emergency personnel, TSA, CBP, FAA, airlines, tenants, and other stakeholders regarding events that may impact Airport security such as emergency training/drills, use of the airport by the “high risk” diplomats and government officials to ensure adherence to the Airport’s operations, security and safety standards.

Provides key program management support to the Airport Security Manager and staff on airport security and other matters related to the overall security of the Airport complex.  Assists in maintaining constant awareness of conditions, activities and changing requirements affecting airport security.

Supervises and manages the Safety and Security Specialist within the Airport Operations Division.

Develops, implements, and manages the security related training of new and existing Airport Operations personnel on all operations, procedures, and specialized systems/software.

Serves as Contracting Officer's Technical Representative (COTR).

May substitute for the Airport Security Manager in their absence.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in airport or airline operations or military equivalent as a full performance level Security or Operations Officer, or in a comparable job class in airport or airline operations or security, at either a 14 CFR Part 139 certified airport or military air installation, or any combination of the above that totals six years of experience and a bachelor’s degree in any field. An equivalent combination of education and experience may be considered.

Knowledge of and ability to manage an airport’s, airline’s, or military airport’s security compliance program.

Ability to make critical, effective decisions in a timely, clear and authoritative manner.

Knowledge of requirements and procedures of airport security and safety including 49 CFR Parts 1540 (Civil Aviation Security: General Rules) or 1542 (Airport Security) or 14 CFR Part 139 (Certification) or 49 CFR Part 1544 (Aircraft Operator Security or Air Carriers and Commercial Operators) or military equivalent.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Ability to make detailed analyses of data and information and make recommendation
