Salary Range: Min: $121,498.00 - Mid: $151,866.00 - Max: $182,234.00
OVERALL DESCRIPTION
Manages and supervises the design/engineering/maintenance/construction of an assigned section (Track, Civil,Communications & Signals, Power or Facilities) within the Authority’s Operations Division.
DISCIPLINE RESPONSIBILITIES
- Responsible to create, review, and approve all Civil designs, plan documentation, surveys, elevation maps, hydrology analyses and designs, special work, cost estimates, technical studies and any other Civil related documentation used by the Operations Division.
- Responsible for the review of Civil related contract documents prepared by outside parties (City, State, and SEPTA Consultants) to ensure accuracy and compatibility with SEPTA standards.
- Responsible for conducting Civil engineering studies and investigations. Develops and implements standards and practices for Civil design, interprets and applies ASCE, FTA, FRA, PADOT, and any other standards for Civil inspection, maintenance, and/or construction for use by in-house and third party forces.
- Provides technical support to solve maintenance and construction problems as they arise in the field.
- Responsible for work assignments and supervising the activities of Civil Engineering, drafting, and project support personnel. Interprets and applies IBT bargaining unit labor agreements; enforces discipline and conducts grievance hearings as required.
- Coordinates with regulating agencies (PUC, DEP) to ensure compliance with all regulations/ standards related to Civil and stormwater projects and maintenance practices.
- Interviews candidates for open positions in engineering, design, and drafting areas and make recommendation for selection.
- Responsible for planning design work and maintaining acceptable level of group performance by integrating engineering requirements and planned schedules, alerting the CEO.to all major matters important to the success, progress and well-being of the division.
- Oversees the initiation, design, and management of Operation Division construction contracts performed by third party firms.
- Directs the program management effort for assigned Capital projects to assure that they are designed and executed in a coordinated and timely manner. Provides inter-departmental coordination to assure design, materials, contractors, force account labor and service outages are phased as required for successful project completion. Monitors project performance against design, schedule and budget. Develops and takes corrective action as required.
- Manages third party contracts for Culvert Maintenance and BMP Inspections.
- Responsible for providing short and long term planning for the improvement of all Civil related facilities including cost estimates, conceptual and preliminary engineering, operational analysis and/or impact studies as required.
- Performs other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Engineering, Architecture, Business, Construction/Project Management or closely related field and ten (10) years of progressive experience in design, facilities engineering, or construction management in the indicated field that demonstrates that the individual can satisfactorily execute the technical and supervisory/managerial responsibilities.
- Professional Registration (PE) preferred.
- Must possess strong interpersonal skills and the ability to deal effectively, with a wide range of professional, supervisory, and management personnel at all levels of the organization.
- Strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, construction, project management, and contract administration issues.
