Overview

The Employee Relations Specialist conducts internal workplace investigations excluding fire and safety to ensure all City of Dallas policies and procedures are followed and adhered to. Investigates situations to ensure civil, criminal, federal, and other statutory regulations are appropriately addressed and unbiased. The Employee Relations Specialist, manages the case management system, enters data, pulls reports for distribution to stakeholders. The Employee Relations Specialist also works closely with the HR Training team to develop training, and facilitates trainings related to workplace matters in addition to providing FMLA back up support.

Essential Functions

  • Conducts internal workplace investigations regarding any relevant area of employee relations in violation of the City of Dallas Personnel Rules, Administrative Directives, or other policies, rules, or regulations investigates harassment, discrimination, FMLA abuse, retaliation, theft of time, misuse of City resources, abuse, and the like.

  • Researches, complies, and analyzes physical and verbal evidence; documents all interviews and interactions with complainant, accused, and witnesses; records and tracks receipt of all evidence and supportive documentation and maintains evidence with integrity according to procedure and guidelines.

  • Writes, drafts, and develops comprehensive, factual investigation reports including statements, findings, and department recommendations for use in administrative decision making.

  • Establishes and meets specified timelines for deliverables regarding scheduled interviews, producing a draft report, delivery to the Employee Relations Manager, the Director of Human Resources, and the City Attorney’s Office for review.

  • Responds expeditiously to all complaints and advises of anticipated timelines for initiating investigations; provides follow up work with any party of the investigation as necessary to ensure accuracy in detail.

  • Develops and facilitates trainings related to workplace matters to City of Dallas Leaders and Employees.

  • Manages the case management system to ensure data is kept up to date, accurate, and complete.

  • Generate reports from the case management system to provide to stakeholders on a regular basis.

  • Back up for Sr. Employee Relations Analyst for FMLA responsibilities.

  • Performs any and all other work as needed or assigned.

Knowledge and Skills

  • Knowledge of workplace investigations, procedures, and principles

  • Knowledge of Ethics and Diversity compliance

  • Ability to successfully manage multiple tasks and projects including providing FMLA support.

  • Knowledge of evidence management and handling.

  • Ability to conduct thorough investigations of violations and claims assigned.

  • Ability to be objective, unbiased, and maintain confidentiality.

  • Ability to use assertive questioning and investigative techniques to gather relevant data necessary to compile and analyze evidence.

  • Ability to apply critical thinking skills in rendering solutions to various issues and have exceptional communication skills, including active- listening.

  • Ability to write clearly, concisely and accurately when reporting investigative findings.

  • Ability to support training initiatives and speak in large groups providing clear and concise training.

MINIMUM QUALIFICATIONS

EDUCATION

  • Bachelor's degree (or higher) in Human Resources, Business Administration, Communications, or Social Science related field.
EXPERIENCE
  • Two (2) years of human resources related experience which involved employee relations, policy application, or investigative experience.
EQUIVALENCIES
  • High school diploma/GED plus six (6) years of the required experience will qualify.
