We are seeking an experienced and self-motivated individual to fill the position of Senior Commercial Strategy Specialist within our Supply Chain Corporate Services and Staffing team based in Houston, TX. This role will manage the Staffing category. The ideal candidate should be customer service oriented, comfortable in a dynamic changing environment, skilled at building relationships and committed to delivering impactful results.

Essential Job Duties
- Category Management:
- Lead strategic sourcing and procurement efforts for contingent labor (“staffing”) contracts focusing on U.S. assets in the Permian and Rockies or Gulf of Mexico regions.
- Stakeholder Collaboration:
- Work closely with internal stakeholders—including business unit leaders, HR, Legal, Finance, and Operations teams—to align staffing strategies with business needs and ensure compliance with company policies.
- Managed Service Provider (MSP) & Vendor Management System (VMS) Management:
- Partner with Oxy’s MSP to oversee the execution of staffing strategies and ensure seamless day-to-day operations.
- Contracting & Procurement:
- Develop and negotiate new contracts, term extensions, and commercial amendments.
- Lead Request for Proposals (RFPs) for staffing-related services.
- Work with Legal to review and finalize contract terms and conditions for Master Service Agreements (MSAs) and Purchase Orders.
- Supplier Management & Performance Tracking:
- Pre-qualify new staffing suppliers, while assuring full compliance with the HSE Contractor Safety Program.
- Maintain ongoing communication with staffing suppliers to assess availability, competencies, and cost competitiveness.
- Manage supplier performance evaluations, including quarterly business reviews (QBRs) and Key Performance Indicator (KPI) tracking.
- Cost & Value Optimization:
- Identify cost-saving opportunities and efficiency improvements within the contingent labor program.
- Analyze pricing structures, markups, bill rates, and overtime policies to ensure alignment with Oxy’s financial objectives.
- Process & Systems Management:
- Work across multiple ERP systems (SAP, Ariba, Fieldglass) to management procurement, contracts, and supplier registration, and performance tracking.
