The Monitoring & Action for Gender & Equity Plus (MAGE+) project is the continuation of the JHU’s partnership with the World Bank’s Global Financing Facility on Women, Children and Adolescents (GFF). It aims to strengthen the capacity and execution of gender- and equity-intentional monitoring and evaluation and data utilization in GFF partner countries in Africa and Asia for the improvement of reproductive, maternal, newborn, child, adolescent health, and nutrition (RMNCAHN) outcomes.
The project has four specific objectives:
- Enhance the GFF’s strategy, systems, capacity, and results to advance measurement efforts on the link between RMNCAH-N outcomes, gender equality, and women’s and girls’ empowerment.
- Develop GFF-supported country models and regional hubs for prioritizing and effectively measuring progress on gender intentional and transformative reforms.
- Advance the measurement, evidence base, and results on improving adolescent girls’ health, focusing on at scale investments in both services and the enabling environment for girls’ agency.
- Expand and innovate on the generation and use of data and evidence on gender intentional and transformative approaches for improving health systems and RMNACH-N outcomes.
As a key feature of the project, a senior faculty member from JHU, Dr. Anju Malhotra, is embedded within the GFF secretariat to lead technical and strategic engagement on gender responsive M&E with the secretariat and country teams and serve as the bridge between the GFF and the JHU MAGE teams to maximize the collaborative potential of this partnership. With the project now completing its first three years as MAGE, and entering a second three year phase as MAGEPlus (MAGE+), the aim is to add a full time mid-level staff member to collaborate with Dr. Malhotra to provide 100% addition support in the engagement with the GFF while also leading key technical areas of work.
Purpose and Scope of Role:
The Gender, Health Systems, and M&E Specialist will be a key member of the MAGE+ team, serving as a partner to Dr. Malhotra, both in supporting the gender and equity monitoring work at the Global Financing Facility, and as an important intermediary for the GFF and JHU teams working on the MAGE+ project. They will be responsible for leading coordination of the country support effort especially in francophone countries (while not limited to that group of countries). Fluency in French is, therefore, required.
They will also support GFF secretariat staff and World Bank countries on prioritizing and tracking progress on systems level gender reforms across four core MAGE specified priority pillars for GFF: quality of care, health financing, the health workforce, and data and information systems. In particular, the Gender, Health Systems and M&E Specialist will lead the development of the pillar on gender and the health workforce and serve as a collaborator with the World Bank Practice Area teams in Gender, Social Protection and Jobs, Education, and Governance. A background in economics and labor markets in addition to health is desired, and a background in quantitative data management and analytical skills is required.
As an Associate Scientist, the Gender, Health Systems, and Measurement Specialist will have a non-tenure track faculty appointment in the Health Systems Program in the Department of International Health at the Bloomberg School of Public Health (JHSPH), and be part of the JHU payroll and human resource benefits, the faculty mentoring program of the Department of International Health, and have access to JHU library and information systems. The Associate Scientist will also be a member of the JHU MAGE+ Team and participate in MAGE project meetings within JHU and other project-related meetings as relevant and engage with the GFF and the World Bank on a regular basis, including on country missions.
