Core Job Summary:    

The Manager, Public Safety Technology Systems (H) provides enterprise leadership, strategic planning, and technical oversight for all physical security technologies across the UHealth System. This role manages the design, architecture, implementation, and lifecycle performance of mission-critical platforms including access control, video management, intelligent analytics, intrusion detection, electronic locking, key management, and supporting server infrastructure.

Core Responsibilities:                                                                                      

  • Provides enterprise leadership for all physical security technology platforms, including access control, VMS, analytics, electronic locking, intrusion detection, key management, alarm systems, and related server infrastructure.

  • Leads system architecture, design, configuration, and implementation across all UHealth facilities, ensuring alignment with enterprise standards and life‑safety requirements.

  • Manages system hardening, cybersecurity alignment, version control, patching, redundancy planning, failover design, and database administration.

  • Oversees lifecycle planning, modernization schedules, and platform migrations, including ProWatch retirement, CloudLink conversions, Schlage NDE deployments, and Security Center/Synergis upgrades.

  • Directs preventive maintenance, health monitoring, device diagnostics, and quality control to maintain reliability and regulatory readiness.

  • Coordinates integration with IT Networking, Cybersecurity, Building Automation, Fire Alarm, Elevator Controls, and Identity Management to ensure interoperable and stable systems.

  • Serves as the security technology authority for construction, renovations, expansions, and ambulatory site development, including design review and vendor oversight.

  • Leads technical response to outages, degraded performance, and system failures to ensure rapid recovery and minimal disruption.

  • Manages vendor relationships, SLAs, procurement, project scopes, product evaluations, and technology lifecycle budgeting.

  • Maintains system documentation, diagrams, CAD/as‑builts, configuration records, audit logs, access reports, and compliance materials.

  • Supervises Security Systems technicians, system administrators, locksmiths, and contracted specialists, ensuring training and technical quality.

  • Provides expert technical support during emergency operations, after‑hours incidents, and special events.

  • Collaborates with Facilities Design & Construction, Clinical Leadership, Risk Management, Compliance, Emergency Management, Parking/Transportation, IT, and other stakeholders.

  • Performs other duties as assigned.

  • Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.

  • Ensures employees are trained on controls within the function and on University policy and procedures.

CORE QUALIFICATIONS                                                                                                         

Bachelor’s Degree in relevant field

Minimum 7 years of relevant experience
