Who We are Seeking:
The Division of Assessment, Recording, and Taxation (DART) is seeking a Program Supervisor for our Business Personal Property team. We are looking for a dedicated professional who is a:
People-first supervisor dedicated to training, mentoring, and monitoring a team of 5 direct reports plus 3-5 additional seasonal employees while fostering a collaborative, supportive workplace culture.
Compliance expert adept at interpreting Oregon Revised Statute and Oregon Administrative rules, advising on, understanding and implementing legislative updates, meeting mandatory legal deadlines, and assisting in state-level reporting.

Responsibilities:
Develops, plans, prioritizes, and implements programs and strategic planning as it relates to the Business Personal Property team
Oversees and directs the work of technical staff, ensuring accuracy and completeness of data entry, review of electronically submitted business personal property returns
Responsibilities include planning, prioritizing, assigning, managing and reviewing the work of established and tenured technical staff for business personal property while adhering to Oregon Department of Revenue guidelines
Consults with senior management and the Oregon Department of Revenue regarding assessment issues and applicable regulations
Recruits, trains, mentors, counsels, and disciplines staff
Provides consistent, supportive leadership to a technical team dealing with a significant workload, both on paper and electronically, maintaining strict statutory deadlines; cultivates an inclusive, equitable work environment that actively supports staff well-being, workload balance, and professional composure under pressure
This role addresses assessment related issues, works closely with senior management to recommend and implement section objectives, ensures policies and procedures
The position requires performing various technical project management tasks within the assigned area of responsibility
Performs site visits to ensure quality and completeness of Business Personal Property submissions and when managing appeals
Works with HR and the Union to resolve staff issues.
Collaborates with leaders of other business sections within the Division to provide additional staff support during tax seasons
Collaborates with Commercial/Industrial Valuation leadership on complex valuation issues related to Business Personal Property
Reviews and approves assessment roll changes
Represents the Assessor at the Property Values Appeals Board and Magistrate Division of the Oregon Tax Court for Business Personal Property value appeals and negotiations
Works with outside vendors to acquire services, i.e. Smartfile, letter printing & mailing, Translation services etc.
Collaborates with Applications Support on implementation and yearly maintenance of online Smartfile filing system
Represents the Business Personal Property interests and needs when migrating to a new CAMA system
Manage staff requests for time off and approves time entry at the end of pay period
Review and provide input to new or changing legislation
