Position Summary
Echelon Services is seeking a proactive Manager, Administrative III to coordinate and lead day-to-day administrative operations in support of NIWC Pacific/NAVWAR programs in San Diego. This role oversees core business support functions—including correspondence control, meeting and travel coordination, records management, supply and property administration, and workflow tracking—while improving processes, standardizing procedures, and ensuring high-quality, timely deliverables. You will serve as a trusted point of contact to government and industry stakeholders, anticipate needs, and drive tasks to completion with minimal direction.

Key Responsibilities
•    Plan, coordinate, and execute administrative support activities that enable efficient program operations (calendar and meeting management, visitor coordination, travel, correspondence, and task tracking).
•    Lead correspondence preparation, routing, and version control in accordance with DoD and Navy standards, ensuring accuracy, format compliance, and timely approvals.
•    Establish, refine, and maintain standard operating procedures (SOPs), templates, and checklists to improve productivity and customer service.
•    Manage records, files, and knowledge repositories; ensure proper retention, accessibility, and protection of sensitive information.
•    Prepare, edit, and deliver professional documents and briefings (agendas, minutes, action-item trackers, information papers, status reports).
•    Coordinate supply, property, and facilities-related requests; track orders and maintain accountability.
•    Support configuration control for shared documents and trackers; maintain clear baselines and version histories.
•    Monitor taskers and suspense dates; proactively follow up to drive closure and escalate risks early.
•    Collaborate across functional teams (finance, logistics, engineering, cybersecurity) to consolidate inputs and maintain a common operational picture.
•    Provide excellent customer service to government leads, teammates, and visitors; represent Echelon with professionalism and discretion.
 

Qualifications

Required Qualifications
•    Active Top Secret with SCI clearance.
•    Bachelor’s degree in Accounting, Finance, Economics, Business Administration, or a related field.
•    Seven (7) or more years of progressively responsible administrative or operations management experience, including office management in a federal or DoD setting.
•    Strong Microsoft 365 proficiency (Outlook, Word, Excel, PowerPoint, Teams, SharePoint); able to build clear trackers and executive-ready documents.
•    Exceptional organization and attention to detail; able to manage multiple priorities and deadlines in a fast-paced environment.
•    Excellent written and verbal communication skills; proven ability to produce polished, error-free deliverables.
•    Demonstrated self-starter who anticipates needs, takes ownership, and drives tasks to completion with minimal supervision.

Preferred Qualifications
•    Experience supporting NAVWAR/NIWC Pacific or similar DoD program offices.
•    Familiarity with DoD/Navy correspondence standards and records management practices.
•    Experience improving administrative workflows and implementing SOPs, templates, or task management tools.
•    Basic knowledge of procurement/supply processes and government property accountability.

Compensation and Benefits 
Base salary range: $115,000 to $125,000 annually, depending on experience, education, certifications, and work location within California.
