Summary
The Director of the Office of Budgets serves as an executive-level leader responsible for managing, coordinating, and directing all budget-related functions for the Department of Health, Department of Human Services, and the Department of Health Facilities. This role oversees a team of professional, technical, and clerical staff and acts as the primary departmental liaison for budget-related matters with state legislative, executive, and other governmental entities. Key Responsibilities and knowledge includes:
- Budget Oversight & Strategy: Manage and coordinate a complex budget supporting a multitude of statewide programs administered across various departmental bureaus.
- Financial Planning: Lead the preparation of the departments' expenditure schedules and annual appropriation requests.
- Data Analysis & Reporting: Develop and analyze budgetary data to support the Secretaries, Deputy Secretaries, Chief Operating Officer, Chief Financial Officer, and Chief Budget Officer. Ensure financial reporting and accountability align with federal, state, executive, and legislative requirements.
- Consultation & Guidance: Provide expert budget and funding guidance, assistance, and consulting to management and staff within departmental bureaus.
- Stakeholder Liaison: Coordinate directly with the State Budget Office, Auditor’s Office, and legislative representatives to ensure consistent financial integrity and compliance.
- Comprehensive knowledge of accounting principles, state and federal regulations, and accountability standards.
- In-depth understanding of the programs operated by the DH, DoHS, and DHF.
- Proven ability to manage complex budgets and direct multi-disciplinary teams in a high-level government environment.
- Strong communication skills required for representation before legislative and executive bodies.

Qualifications
Training: Graduation from an accredited four-year college or university with a degree in the area of assignment.Substitution:
(1) Experience as described below may substitute for the training requirement on a year-for-year basis.
(2) For positions in the Accounting, Auditing Area of Assignment, certification or registration as a public accountant in West Virginia may be substituted for the training and two years of the required experience.

Experience: Six years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.
Special Requirement: A valid driver's license may be required.
Supplemental information
Graduate course work from an accredited college or university may substitute at the rate of fifteen (15) semester hours of training for every one (1) year of required experience
