Job Description

GENERAL DESCRIPTION

The Commissioners of the Land Office (CLO) is an Oklahoma State Agency created by the original Oklahoma Constitution. The CLO administers the school land trust funds for the production of income for the support and maintenance of the common schools and the schools of higher education. The CLO is in charge of funds and proceeds derived from the sale, rental, disposal and management of school lands and other public lands under the rules and regulations prescribed by the Oklahoma legislature.

This position is assigned to effectively and efficiently conduct professional operational reviews, audits, or special investigations in a wide range of audit assignments to determine compliance with CLO lease contract terms, state laws and regulations, and applicable case law to identify oil and natural gas royalty underpayments.  This position, as assigned, is responsible for assisting with the CLO’s Late Payment Interest billing and collections process.  Assignments may include creating and implementing exception reports that compare check detail, production report data, and Oklahoma Tax Commission (OTC) data to find oil and gas discrepancies.  This position also may be assigned responsibility to identify potential missing royalty payments.   This position also is responsible for overseeing the CLO’s Electronic Production Reporting System (EPRS).  

MINIMUM QUALIFICATIONS

  • REQUIRED EDUCATION/EXPERIENCE
    • Bachelor’s Degree in Accounting, Finance, Business and/ or Energy Management.
      • or an equivalent combination of education and experience, substituting one (1) year of paraprofessional auditing or accounting experience for each year of the required education; or an equivalent combination of education and experience.
  • PREFERRED EXPERIENCE
    • Knowledge of oil and gas revenue accounting practices
    • Ability to plan, schedule and conduct royalty reviews; identify underpayments and prepare reports

  • Analysis and use of technical data; computer skills in database, spreadsheet, on-line web sites, and electronic communication; phone communication
  • Ability to work in both independent and in team settings
  • Strong organizational skills, thoroughness and attention to detail
  • Ability to set priorities and organize time efficiently; ability to handle multiple demands
  • Excellent oral, written and interpersonal skills, to include skills in establishing and maintaining effective working relationships

EXAMPLES OF WORK PERFORMED & ESSENTIAL FUNCTIONS

  • Plans, schedules and conducts data comparisons of CLO royalty payments to information provided by the OTC and other third parties to determine payment compliance with CLO lease terms, state laws and regulations, and applicable case law
  • Assist with the monthly long/short exception reporting process.  Reviews, resolves and documents payment issues identified by the exception report
  • Prepares appropriate situational schedule(s) to show non-compliant payment issues on production month basis
  • Communicates with lessees, royalty remitters and other interested parties.  Works to build cooperative relationship with stakeholders
  • Prepares audit reports; makes recommendations concerning underpayment of mineral royalty payments.
  • Assist with the CLO’s electronic production reporting system (EPRS) and export EPRS production data for Royalty Compliance auditors
  • Prepares appropriate situational schedule(s) to show non-compliant payment issues on production month basis
  • Assists with the royalty receipt imaging process with Grooper software
  • Assists with the Late Payment Interest review process
  • Other duties as assigned
