SUMMARY

We are seeking an experienced and highly organized IT Project Manager with 3 -5 years of experience to assist and manage complex infrastructure and application projects. The ideal candidate will have hands-on experience with project management tools and a strong track record of working with diverse technical and business teams, including Infrastructure and application development. This role requires a proactive problem-solver who can navigate complex stakeholder environments while delivering projects on time, within scope, and on budget.

Key Responsibilities:

  • Lead the planning, execution, and delivery of infrastructure and application projects, from concept through closeout
  • Collaborate closely with cross-functional teams including Infrastructure, Application, and Asset Management Software teams.
  • Utilize project tools to manage project workflows, track progress, maintain documentation, and generate reports
  • Define project scope, timelines, milestones, and deliverables in collaboration with stakeholders
  • Manage budgets, track expenditures, and ensure adherence to project financial goals
  • Monitor project performance using appropriate tools and techniques and identify areas for improvement
  • Coordinate vendor activities, RFPs, and third-party system integrations as needed
  • Facilitate regular status meetings and communications with technical teams and business stakeholders
  • Ensure all projects comply with internal governance, IT policies, and regulatory requirements
  • Experience in vendor and contract management.

Required Qualifications:

  • Bachelor’s degree in Infrastructure project management, Information Systems, Software Engineering, or a related field.
  • 3–5 years of experience in project management with a focus on IT, infrastructure, and enterprise applications
  • Proven experience managing projects using applications E-Builder and Workotter.
  • Strong understanding of infrastructure systems, enterprise applications, and asset management.
  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Teams, and Project)
  • Exceptional communication and stakeholder management skills
  • Ability to manage multiple priorities and adjust quickly to changing business needs.

Preferred Qualifications:

  • Experience working with in the public sector.
  • PMP (Project Management Professional) OR PMI (Project Management Institute) certification
  • Familiarity with asset management platforms such as WASP, CityWorks, Trapeze EAM or similar.
  • Exposure to Agile, Waterfall, or hybrid project methodologies
  • Experience in vendor and contract management
  • Transit Asset Management a Plus
  • Experience working in a Rail environment a Plus

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
