Job Description:

Hitachi Rail STS USA, Inc., seeks an International Mobility Specialist in Pittsburgh, PA, and unanticipated locations throughout the United States.  The employee will have to relocate, but travel is not required from any location.

Accountabilities  

In accordance with applicable international mobility policies, the International Mobility Specialist will be responsible for addressing the challenges of placing employees from the USA and Canada around the world, including compensation, housing, cost-of-living and income tax considerations.

Specific duties include:

(1) selecting and preparing employees for international assignments;

(2) drafting international assignment letter and/or extension;

(3) determining international assignment reward packages according to the different International Mobilities Policies (e.g., compensation, housing allowances, tax equalization, benefits coordination, relocation expense reimbursement, etc.);

(4) coordinating tax returns, with legal, accounting firms, and applicants;

(5) managing the physical relocation of assignees, seconded, expats, and permanent transfers, their families, and their possessions, goods, and personal household (e.g., moving/shipment assistance, travels, etc.);

(6) managing international assignees, seconded, expats, and permanent transfer settlements in the international locations (e.g., Social Security application, bank opening, housing hunting, etc.);

(7) coordinating with accounting and/or finance for the intra-company cost charges for international assignment;

(8) managing and coordinating all immigrant or non-immigrant visa processing, work permits, and other immigration applications with legal, immigration, and applicants;  

(9) managing the application and/or extension process for asylum, temporary protected status (TPS) or employment authorization documents (EAD); and

(10) monitoring foreign government policies and actions that could impact operations and/or employee safety.

This position is for a roving employee who will work in Pittsburgh, PA, and unanticipated locations throughout the United States. The employee will have to relocate, but travel is not required from any particular location.

Required Skills/ Knowledge 

Must have:

(1) one year of experience in the railway industry; as well as any experience with:

(2) calculating international assignment / secondment cost calculation with the difference of labor cost and additional assignment/secondment cost;

(3) calculating Hypotax based on employee’s professional income taxes;

(4) running U-calculation regarding income tax and social tax rules for shadow payroll purposes;

(5) controlling international assignment reward package costs and analyzing the benchmarks;

(6) drafting international assignment policies in alignment with benchmarks, labor laws, and social, fiscal, and economic environments (competition and monetary crisis);

(7) coordinating the transfer price according to the internal tools with purchase orders;

(8) digital management of international assignment; and

(9) managing immigration and/or work authorization for business travels in/to Europe.

Education/Qualifications 

(1) Master’s degree in Legal Studies, Law, Taxation, or Human Resources, with

(2) Three years of experience in an international mobility position in or for a multinational or international manufacturing, construction or transportation company required.
