SUMMARY
The Rail Track Maintenance Supervisor is responsible for developing plans, programs and large-scale maintenance projects that will ensure all preventive maintenance, inspections, troubleshooting, and repairs are completed. These plans, programs and projects are performed to ensure that the general maintenance of track (rail), embedded track, switches/turnouts, yards and other track right of way (ROW) components remain in a state of good repair. This will include but is not limited to special track work/parts, rail, ballast, ties, direct fixation fasteners, rail joints, roadbed drains, floating slabs, crossing pads, and de-railers. This position reports directly to the Manager of Maintenance of Way OCS/Track (MOW).
Major Duties and Responsibilities:
Supervise and assist staff with the following: removing obstructions such as tree limbs, shrubs, weeds, graffiti, or any other element that may affect rail operations or the appearance of the ROW
Will be required to operate non-revenue vehicles and high-rail maintenance vehicles and perform specific maintenance on this equipment.
Maintain all related records and reports of work production, procurement, usage of materials labor and resource allocation.
Will provide supervisory direction in emergency responses and will be called upon to provide support for other areas regarding light rail service, special events, streetcar, and public safety and service.
Will assist in an ongoing track inspection program utilizing a computer-reporting system ensuring equipment meets standards, tolerances, and typical adverse conditions that may affect the movement of track.
Must be able perform all duties as required.
Directly support continuous implementation and compliance of the North Carolina Department of Transportation (NCDOT) State Safety Oversight Program Standards (SSOPS) and Federal Transit Administration (FTA) regulations 49 CFR Part 673 and 672 related to the Safety Management System (SMS) and the CATS Agency Safety Plan (ASP). Support Safety performance goals of CATS
Encourage employees to proactively support and report safety concerns following the CATS Safety Reporting options as described in your training and in the ASP.
As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
Advocate and promote a strong safety culture within CATS with regard to transportation services, capital programs, facility operations and maintenance, worksite procedures, employees, and customers following SMS and ASP.
Participate in internal and external ASP audits.
Knowledge, Skills & Abilities:
Must have a direct and comprehensive knowledge of either Federal Railroad Administration (FRA), American Railway Engineering and Maintenance of Way Association (AREMA) or American Public Transportation Association (APTA) regulations and industry standards.
Knowledge of safe use and ability to use track maintenance tools such as rail drill, rail saw, tamping, jacks, and hand tools.
Must be able to manage and supervise and direct staff of employees.
Must be able to comply with all safety regulations set forth by CATS, OSHA, FTA, FRA, and NCDOT as they apply to CATS Light Rail Transit (LRT).
Preferred Qualification:
Two (2) years of supervisory and/or managerial experience
Minimum Qualifications:
High school graduation or equivalent and seven years relevant work experience or associate degree earned from an accredited college or technical school in Civil, Mechanical or Industrial Engineering or related field with five (5) years of experience in preventative and corrective track maintenance on an electrified rail transit system or class I Railroad.
Must have a valid Class "A" CDL license or be able to obtain.
Must pass a pre-employment DOT physical and drug test.
Must be able to obtain and maintain a City Driving permit
