The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the OECD. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy (countries beyond IEA). The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability across the globe.

Since 2017, the IEA Clean Energy Transitions Programme (CETP) has grown to be the IEA’s largest (at EUR 20 million a year) and, arguably, most important programme providing cutting-edge technical and policy support to emerging and developing economy governments whose energy policies will significantly impact the speed of, and prospects for, a global transition towards a more sustainable and inclusive energy system. The IEA provides a breadth of analysis and policy advice to its member and Association countries across multilateral fora, notably the G7 and G20 with a range of presentations, reports and outcome documents for Ministerial and Leader-level meetings. The IEA’s role is increasingly called upon to achieve progress on global issues like energy security, clean energy transition, energy finance/investment and climate change. Effective IEA planning and coordination with the Presidency and across the IEA teams to support these multilateral fora is increasingly important for the Secretariat.  

The IEA seeks to recruit a skilled and motivated CETP Officer to support the IEA’s enagement with multilateral fora, particularly the COP, G7 and G20. This position is in the Strategic Initiatives Office (SIO), which reports directly to the Executive Office to provide strategic leadership for the IEA and leads on a number of cross-cutting areas for the Agency. The successful candidate will work in close collaboration with teams across the IEA.

Job Description

Programme management and analysis

• Supporting the implementation of work programmes for the IEA’s contributions to the COP, G7 and/or G20 agendas each year, working independently and with/through others  to ensure successful delivery of outputs and outcomes.
• Production of inputs to analysis, reports, and commentary pieces.
• Tracking and reporting of deliverables in a timely fashion both internally and to external funders.

Communications and Briefing

• Pursuit of opportunities for communicating the IEA’s work in order to influence international climate action and advance global energy security, in line with the IEA’s mandates.
• Development of briefings for IEA management and IEA member countries on strategic opportunities and policy priorities related to the main multilateral fora.
• Development of speeches or other external communications for IEA management.
• Production of content for IEA website and social media.

Liaison and Outreach

• Working with the COP, G20 and/or G7 host Presidencies in any given year, including supporting the development of relevant work programmes and overseeing its timely delivery with teams across the Agency.
• Contributing to the activities and outputs of the IEA for the Presidency and the strategic approach to coordinate IEA activity across the annual multilateral schedules, as well as to a multi-year strategic approach to each of these fora.
• Liaison and coordination with IEA members on their priorities for multilateral energy and climate engagement, and contribution to development of joint strategies.
• Liaison with relevant country governments who are providing funding to the CETP for activities with multilateral fora.
