National Data Research Consultant to support the development of UN Women Kazakhstan Country Gender Equality Profile, IC, home-based

Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Duration of the contract and location:
The contract is expected to commence in June 2025 and come to an end on the satisfactory completion of the services in December 2025. The National Consultant will work remotely.
Scope of work:
1. In cooperation with National Gender Expert Consultant, develop detailed methodology and annotated outline of the CGEP (including policy documents, list of indicators and data sources to be included in each section) and the timeline of the CGEP elaboration, including national consultations with key partners and stakeholders and submit to UN Women and UNCT for approval.
2. Together with National Gender Expert Consultant, conduct consultation meetings with stakeholders, including but not limited to UN Country Team (UNCT), Gender-Theme Group (GTG) members, relevant government line ministries and entities, CSOs, International development partners to enrich the content of each thematic area of the profile and better contextualize statistical data presented in CGEP.
3. To draft the CGEP in line with the agreed methodology in coordination with National Gender Expert Consultant. National Data Research Consultant will mainly focus on preparing statistical annex and SDG indicator annex and “key findings parts” to be extended by the qualitative researcher.
4. In cooperation of the National Gender Expert Consultant contribute to the executive summary, introduction and recommendations sections, particularly regarding national gender data environment, national legal framework to collect gender statistics and sex disaggregated data, key data gaps etc.
5. Working jointly with the National Gender Expert Consultant, provide appropriate technical assistance and support to the Regional Office’s International Consultant for the development of the CGEP.
6. To present CGEP at the validation workshop to UNCT, GTG and Technical Advisory Group, especially the data component.
7. To update the draft based on feedback received during the validation workshop, specifically on gender data part.
8. To finalize the CGEP and submit the final CGEP to UN Women Office.

Required Qualifications:
Advanced university degree in social sciences, data analysis and research on gender related topics or a related field;
At least 5 years of experience in the field of data and statistics to inform policy making, monitoring and evaluation;
Computer literacy and ability to effectively use computers, including advanced Excel skills and/or knowledge of related analytical software (SPSS, Stata etc.) and standard applications for concise communication and development of complex written documentation;
Previous experience working on Country Gender Equality Profile development is an asset;
Proven track record of working in Kazakhstan and/or Central Asian region, with UN agencies, government counterparts, and civil society organizations is mandatory;
Fluency in English
