About the role

Responsibilities

Peraton’s State & Local Government sector is seeking a Senior Technology Program Manager for Project Delivery in San Diego, CA responsible for leading the execution and delivery of complex, multi-disciplinary enterprise IT solutions for the County of San Diego (CoSD). This highly visible, customer-facing role oversees project delivery activities across application development, architecture, infrastructure, business analysis, and project management teams, ensuring successful delivery against scope, schedule, and budget.

 

The ideal candidate is a strategic and data driven leader who excels in fast-paced environments, brings strong program and project management acumen, and demonstrates a proven ability to deliver high-impact solutions on time and within budget while maintaining exceptional client relationships.

 

Key Responsibilities

Program Leadership & Strategy

  • Lead full lifecycle execution of complex IT programs across multiple departments.
  • Partner directly with the County Technology Office (CTO) and key stakeholders to define project requirements, scope, and implementation strategies that balance cost, schedule, and performance goals.
  • Build strong customer relationships and ensure expectations are effectively managed.

 

Governance & Delivery Framework

  • Establish and enforce program governance, delivery methodologies, and reporting standards across all assigned projects, ensuring consistency, predictability, and transparency.
  • Promote PMO standards, SOPs, and continuous improvement.

 

Cross‑Portfolio Coordination

  • Coordinate delivery activities across architecture, application development, infrastructure, business analysis, and QA portfolios to ensure integrated execution and unified delivery outcomes.
  • Coordinate with the Project Initiation PMO for smooth intake‑to‑delivery transition.

People Leadership & Resource Management

  • Provide direct supervision, coaching, and performance management for Project Managers within the Project Delivery PMO, ensuring consistent execution and alignment to program priorities.
  • Optimize resource allocation and development capacity with project load.
  • Provide leadership, mentorship, and guidance to delivery teams.

Execution Management & Escalation Handling

  • Serve as the senior escalation point for delivery impediments, making informed decisions to remove blockers and maintain project momentum.
  • Act as senior liaison to County leadership for delivery execution and escalations.

 

Financial & Contractual Oversight

  • Apply financial oversight including forecasting, budget management, and performance metrics.
  • Manage the development of SOWs, proposals, project estimates, and staffing plans.

 

Risk, Issue & Dependency Management

  • Identify and mitigate program‑level risks, issues, and dependencies.
  • Lead the resolution and mitigation of risks and issues across multiple project portfolios.

 

Program Reporting & Executive Communication

  • Maintain program dashboards, forecasting data, and executive reporting.
  • Deliver executive‑level briefings, roadmaps, and status updates.

 

Qualifications

Basic Qualifications

  • Bachelor’s degree in information technology, Information Systems, Computer Science, or related field.
  • Minimum of 12 years’ experience leading complex IT projects or programs.
  • Demonstrated ability to deliver multi-disciplinary programs on time and within budget.
  • Experience managing multi-vendor and cross-organizational resources.
  • Experience in financial management includes forecasting, budget estimation, and performance metrics to track progress and mitigate risks.
  • Excellent written and verbal communication skills.
  • Ability to work onsite/hybrid within San Diego County.

 

Preferred Qualifications

  • Master’s degree in information technology, Information Systems, Computer Science, or related field.
  • Experience supporting State & Local Government.
  • Background in digital transformation and enterprise modernization.
  • Experience with tools such as MS Project, ServiceNow, Jira, or Azure DevOps.
  • PMP and/or Agile certification.
  • Additional Attributes
