Job Duties
The Senior System/ Business Analyst serves as the lead business analysis resource for DPOR Information Technology Department initiatives, including enterprise licensing, compliance, inspection, case management, customer portal, reporting, and workflow modernization efforts. This position bridges business operations and technical delivery teams by eliciting, analyzing, documenting, validating, and managing business requirements; defining functional and non-functional system needs; supporting project efforts and backlog management; leading UAT and release readiness activities; and ensuring delivered solutions align with DPOR statutory, regulatory, operational, security, accessibility, data, and customer service requirements.
Minimum Qualifications
• Extensive, progressive experience performing business analysis, technical business analysis, requirements gathering, process modeling, UAT coordination, documentation, and stakeholder facilitation for enterprise systems.
• Extensive experience supporting Agile, Waterfall, or hybrid technology delivery teams and maintaining requirements, user stories, acceptance criteria, defects, and traceability in an approved project or backlog management tool.
• Extensive experience creating business process documentation, system interaction diagrams, training materials, job aids, UAT evidence, operational readiness documentation, and user support materials.
• Experience working on large-scale, organization-wide initiatives.
Additional Considerations
• Experience supporting large-scale government, regulatory, licensing, inspection, compliance, finance, or enterprise modernization projects.
• Experience with Microsoft Dynamics 365, Power Platform, Dataverse, Azure DevOps backlog management, Power BI/reporting, SQL or relational databases, process modeling tools, or application lifecycle management practices.
• Experience developing training plans, job aids, quick reference guides, operational readiness materials, and knowledge base documentation.
• IIBA, CBAP, CCBA, ECBA, PMP, CSM, Lean Six Sigma, ITIL, or related certification/training is preferred but not required.
• Working knowledge of information security principles and practices
