Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a skilled individual to serve as a Contracts and Procurement Coordinator for the Commonwealth’s state operated hospital system to augment, implement, and support the mission and vision of DBHDS. DBHDS operates nine (9) high reliability behavioral health hospitals, one (1) long term care hospital, one (1) training center for individuals with intellectual disabilities, and one (1) center for rehabilitation of sexually violent offenders. The purpose of this position is to work within the Facility Services Division, while serving as the subject matter expert for the division and state facilities regarding Commonwealth of Virginia procurement and contract processes, as well as eVA. Specific duties include monitoring all Facility Services contracts; maintaining situational awareness of the various funding streams that are utilized for contracts, general contract performance, and contract spending; and providing technical assistance and support to contract administrators. This position will also serve as the liaison to and coordinates with agency management; serve as business owner for projects requiring enterprise support and initiatives; and lead the development of activities to ensure standardized, enterprise, and modernized procurement and contract management across the 12 facilities, based upon short and long-range strategic planning. Intermittent travel to the 12 state operated facilities and/or the Richmond Central Office is required.
Additional responsibilities:
• Working with the twelve state facilities to ensure use of appropriate and modern procurement processes.
• Aiding the facilities in implementing contract oversight and monitoring processes to ensure appropriate and maximum beneficial utilization of contracts.
• Assisting in implementing consistency in procurement processes.
• Providing training to various Facility Services, facility staff, and others within the agency as needed, regarding procurement processes and proper use of eVA.
• Assisting the division and facilities in creating more efficient and effective oversight, monitoring, and utilization of contracts and contract processes.
• Coordinating policy and program development and implementation.
• Monitoring and collaborating with other departmental programs and offices.
Minimum Qualifications
• Knowledge and expertise in best practices regarding procurement and contract administration, specifically related to the Virginia Public Procurement Act.
• Experience related to best practices in Procurement processes and administration of contracts.
• Ability to develop, administer, and oversee contracts, including ensuring vendor compliance with the contract requirements.
• Experience with reviewing and processing of invoices.
• Ability to provide training to other agency staff with various levels of experience with procurement, contract administration, and use of eVA.
• Experience in developing and administering trainings for diverse groups of people.
• Excellent organizational, oral, and written communication skills.
Additional Considerations
• Knowledge of Virginia’s public behavioral health system.
• Certification as a VCARM and VCA or within one year of employment.
• Previous experience with VPPA.
• Experience with the Virginia’s eProcurement Marketplace (eVA).
