The Raytheon Special Programs Security Team is seeking a self-starter to drive special programs security compliance throughout our Tewksbury, MA facility. This position requires a strong working knowledge of the Special Programs Security Core Functional Areas such as Security Management, Personnel Security, Accountability, Information Security, Physical Security, Access Control, Transmission, and Security Education responsibilities. This role is designed as an individual contributor within a small team. This role manages programs and does not have any direct reports.

The Program Security Manager will act as the Contractor Special Security Officer (CSSO). The CSSO implements all requisite national security directives with specific emphasis on DoD 5205.07 SAP Security Manual, ICD 705, and exhibits the dedication and expectation of a seasoned security professional while working and making decisions independently without direct supervision. Additional assignments include Program Access Request (PAR) processing, document & media control, data transfers, visitor control, maintaining security files, handling & processing classified documents, and other security support activities as assigned by the Senior Security Manager. The CSSO is expected to prepare and conduct Program Security Awareness Briefings, develop security plans, goals, and objectives to comply with existing directives and future requirements.

What You Will Do

  • Professionally and effectively interface with Raytheon program managers and government officials to obtain rulings, interpretations, and acceptable deviations or waivers for compliance with regulations.
  • Implement and ensure compliance with the DoD Manual 5205.07, 5220.22-M NISPOM, Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directives
  • Make decisions and provide timely inputs that impact critical goals and objectives of the business.
  • Review contractual (SOW, CDRL, etc.) documents, internal directives, and external customer directives for security applicability, impact analysis, and make recommendations to Program Management.
  • Perform duties as the Top-Secret Control Officer (TSCO).
  • Provide oversight of security related Standard Operating Procedures (SOP), OPSEC Plans; Program Protection Plans (PPP), Program Protection Implementation Plans (PPIP).
  • Program Administrative work: personnel processing, visitor control, conducting program related investigations, TS Accountability, dispatching and receiving program documents/material and resolving other related program security issues.
  • Actively participate on proposal teams and serve as the area Special Programs Security SME.
  • Partner with cross functional organizations to support business objectives.
  • Manage the implementation of a self-inspection program to include evaluating findings and direct the implementation and re-evaluation of the corrective action(s).
  • Lead the team through Government security compliance inspections.
  • Participate in facility construction meetings, build out, and documentation (if applicable)  
  • Prepare, submit and receive area/facility accreditation approvals
  • Create, update and administer security education, training and awareness to include program indoctrinations and debriefings
  • Investigate security infractions/violations, prepare reports specifying the potential for loss or compromise, and provide associated corrective actions.
  • Collaborate with and assist the ISSO/ISSM on implementation of JSIG requirements and approved sanitization procedures for hardware and test equipment.
