Job Description
ABOUT HETCH HETCHY WATER AND POWER
This position is located within Hetch Hetchy Water and Power, and the reporting location is in Moccasin, CA (located 140 miles east of the San Francisco Bay Area; requires a 5-hour round trip commute by car in fair weather).
Hetch Hetchy Water and Powers Division’s mission is to efficiently and reliably operate and maintain the Hetch Hetchy water and Power system in a manner that is inclusive of environmental and community interests, sustain the resources entrusted to the division’s care, and maintain consistency with the San Francisco Public Utilities Commission organizational values (service, excellence, trust, respect, teamwork, equal opportunity, communication, stewardship, and safety).
Role Description:
Business Services Manager is responsible for development and administration of Hetch Hetchy Water and Power’s operational budget ($61m), and capital and programmatic budgets ($1b over 10 years); acting as lead Hetch Hetchy Water and Power Division liaison to SFPUC senior staff and other partnering agencies and utilities; managing relationships and negotiating service agreements with local agencies and utilities to uphold the San Francisco Public Utility Commission’s objectives and Raker Act requirements; contract administration including governmental Memorandum of Understanding (MOU) Agreements development and administration; administrative services and organizational development (e.g., payroll, recruiting, training & personnel development), and records management; and managing guest service and housing/property management.

Essential Duties

- Act as lead Hetch Hetchy Water and Power Division liaison to SFPUC senior staff and other partnering agencies and utilities.
- Development of Hetch Hetchy Water and Power’s operational budget, and capital and programmatic budgets and plans: Directs and coordinates staff to develop comprehensive Hetch Hetchy Water and Power’s operating, capital, and programmatic budgets and plans; works with other Division managers to analyze program goals, and/or operational risks and shortfalls and develop detailed justifications and persuasive arguments for budget proposals and initiatives.
- Administration of Hetch Hetchy Water and Power’s operating, capital, and programmatic budgets and plans: Directs and coordinates staff engaged in administering and monitoring operating, capital, and programmatic budgets and plans; implement and closely monitor budget expenditures; identify and provide reports on budget health and practical options for potential cost overruns; manage and supervise finance and program controls for Hetch Hetchy Water and Power Division’s Rehabilitation and Repair (R&R) and Capital programs.
