The State Highway Administration's (SHA) Office of Traffic & Safety (Anne Arundel County) is currently recruiting for a Capital Fund Program Manager (Transportation Engineering Manager I) position. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.
Nature of Work: This position serves as the Capital Programs Coordinator and Team Leader for the Maryland Department of Transportation State Highway Administration (MDOT SHA), Office of Traffic and Safety (OOTS), Contracts and Finance Division. The position manages and directs the planning, programming, fiscal oversight, and engineering coordination of OOTS-administered statewide capital transportation safety programs.
The position functions as the engineering and fiscal program manager and fund steward for Fund 85 and other designated capital funds supporting traffic safety and operational improvements statewide. Responsibilities include developing capital programs, establishing funding strategies, allocating and reallocating resources, monitoring expenditures, ensuring compliance with federal and State requirements, and advising executive leadership on program priorities and performance.
The position works directly with the OOTS Director, Deputy Directors, Division Chiefs, SHA District Engineers, Office of Finance, and SHA senior leadership to ensure that the annual and six-year funding allocations within the Consolidated Transportation Program (CTP) are adequately programmed, managed, and aligned with statewide transportation safety objectives.
This role provides managerial and technical oversight of engineering, administrative, and consultant staff; develops policies, procedures, and internal controls; and exercises independent authority and professional judgment in complex engineering, fiscal, and programmatic decisions that have significant statewide safety, funding, and compliance impacts.

Examples of duties
MINIMUM QUALIFICATIONS:Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Seven (7) years of experience in professional engineering.
Selective Qualifications: Three (3) years of the required experience must include managing or coordinating capital transportation programs, capital projects, or major engineering/infrastructure projects, including responsibility for project planning, budget development or oversight, funding allocation, project management, financial monitoring, and coordination with multiple stakeholders.
