Overview

The Capital Planning & Investment Controls Analyst IV provides principal-level analytical support for capital planning and investment control (CPIC) activities. This role coordinates complex budget, acquisition, and business planning documentation while ensuring compliance with approved capital investment strategies and financial governance requirements. The position supports policy development, capital oversight, and strategic investment alignment in accordance with federal and organizational standards.

Responsibilities

  • Provide senior-level support for capital planning and investment control activities.

  • Coordinate the preparation, review, and consolidation of information systems budgets, acquisitions, and business plans.

  • Conduct advanced analysis of financial reports and capital appropriation requests to ensure adherence to approved budgets and business plans.

  • Evaluate capital investment performance and recommend corrective actions when necessary.

  • Assist in proposing, implementing, and enforcing policies, standards, and methodologies related to capital planning governance.

  • Provide subject matter expertise on capital investment oversight frameworks and compliance requirements.

  • Support investment review boards and executive decision-making processes.

  • Prepare detailed reports, briefings, and presentations for senior leadership.

  • Ensure alignment of capital planning activities with long-term strategic and financial objectives.

  • Support integration of financial governance processes within automated financial systems.

  • Maintain compliance with federal financial regulations, capital planning mandates, and audit standards.

Qualifications

  • Approximately ten (10) or more years of progressively responsible experience in capital planning, investment control, budgeting, or financial governance.

  • Demonstrated expertise in coordinating complex capital investment documentation and multi-year budget oversight.

  • Familiarity with federal capital planning and financial management requirements.

  • Experience analyzing capital appropriation requests and financial performance data.

  • Experience supporting development and enforcement of financial governance policies.

  • Strong analytical and strategic problem-solving skills.

  • Ability to synthesize complex financial and programmatic information for executive-level audiences.

  • Proficiency in financial reporting tools and enterprise financial systems.

  • Excellent written and verbal communication skills.

  • Ability to operate independently in a high-responsibility analytical role.

Education

  • Master’s Degree (MS/MA) in Business, Finance, Management, Public Administration, Information Systems, or related field required;OR equivalent combination of education and relevant experience.

  • Industry certifications relevant to capital planning, financial governance, or project management preferred.
