About the role

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open ONLY to ON BOARD excepted permanent/indefinite (T32 and T5) technicians employed by the Florida National Guard. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. Military Grades: Officer: O5 ONLY NOTE #1: Must be Financial Manager Level 3 qualified within 2 years of employment. Education Requirement: Must possess a completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. SPECIALIZED EXPERIENCE: GS-12 Must have at least one year of specialized experience at the GS-11 level or the equivalent which provides knowledge and/or experience in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications; working knowledge of the duties associated with the United States Property and Fiscal Office and the certification requirements for installation funds; experience including working with the Financial Management Board and handling highly sensitive military or civilian entitlement issues; competencies in directing financial management policies in support of the ARNG military organizations and units; working knowledge of statutory responsibilities in regard to financial obligations, accounting transactions, disbursement spending, and administrative control of all allocated federal funds; experience as a financial advisor and technical expert to senior staff managers, major subordinate commands, and/or the Program Budget Advisory Council; competencies in writing, presenting, and training financial management system controls, policies, and procedures; experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
