Position Summary
The Program Manager (PM) serves as the senior leader responsible for the overall management, technical direction, execution, and delivery of the AWAKEN Enterprise contract. This key personnel role provides full programmatic oversight, ensuring that all Internet Protocol Services (IPS), Managed Network Services (MNS), Managed Security Services (MSS), site activation, transition, engineering, helpdesk, and cybersecurity operations meet the performance, schedule, and quality requirements defined by the Air Education and Training Command (AETC).
The PM is the primary interface to the COR and AWAKEN Government Technical Leads, ensuring transparency, accountability, and successful mission outcomes across AETC’s geographically dispersed training environments.
The Program Manager ensures cohesive execution of AWAKEN’s mission‑critical modernization effort—delivering reliable, secure, scalable Internet and network services that underpin AETC’s training mission across the U.S. This role is central to transforming AWAKEN into a modern, cloud‑native learning network for the next generation of Airmen.
Key Responsibilities
Program Leadership & Oversight
- Provide full technical, operational, and programmatic leadership across all AWAKEN service areas (IPS, MNS, MSS, cloud modernization, Wi‑Fi, terrestrial connectivity, security, helpdesk, and site expansion).
- Lead and orchestrate all contractor teams, including Senior Solutions Architect, Senior Network Engineer, Senior Cloud Architect, ISSM, Scrum Master, Configuration Manager, Testing/Deployment Manager, Resource Advisor, Customer Service Engineer, and all support staff.
- Monitor and manage contract performance, ensuring delivery against all PWS requirements, KPIs, and SLAs.
Primary Customer Interface
- Serve as the single point of accountability and primary liaison with the COR and Government Technical Leads for all contract matters, deliverables, escalations, and strategy discussions.
- Provide clear, accurate, and timely communication regarding program status, performance data, technical issues, risks, and recommended mitigation actions.
- Foster strong relationships with AETC leadership, Government PMs, cybersecurity officials (ISSM/ISSO/SCV/AO), and base‑level stakeholders.
Program Management Reviews (PMRs) & Reporting
- Lead quarterly PMRs and all required project reviews, providing updates on installations, transitions, performance metrics, O&M activities, security posture, customer feedback, and cloud architecture progress.
- Ensure all required reports are generated and delivered on schedule, including installation schedules, transition updates, SLA reports, vulnerability summaries, and service performance analyses.
Transition & Site Activation Management
- Oversee the transition from the incumbent vendor (Lumen), including planning, coordination, access provisioning, configuration file acquisition, parallel operations, and success criteria validation.
- Provide oversight for the activation of new sites, expansions, and service modifications (targeting 30–60 day installation timeframes per PWS requirements).
- Lead the Transition Manager, Testing/Deployment Manager, and engineering teams to ensure smooth cutovers and continuity of operations.
Technical Direction & Architecture Support
- Ensure program alignment with cloud‑native modernization, Zero‑Trust initiatives, and enterprise scalability objectives.
- Coordinate with architecture and engineering leads to ensure designs, configurations, and solutions meet mission requirements and remain compliant with DoD/USAF standards.
Financial Management & Resource Oversight
- Monitor contract expenditures, labor utilization, and CLIN structures; ensure compliance with financial thresholds.
- Coordinate closely with the Resource Advisor to alert the Government about approaching cost limits, provide financial reporting, and support accurate invoice submissions.
