Develops partnerships with management, departments and employees.

Position Specific Summary

The Human Resources Administrator for Shared Services position at the City of Tucson’s Human Resources Department manages a team of HR Managers providing direct HR support to various divisions including City Core Services, Environmental & General Services, Housing & Community Development, Parks & Recreation, Transportation & Mobility, and Water Departments.  The HR Administrator is directly accountable for leading, overseeing, day-to-day administration, and continuous improvement of designated HR functional areas including, but not limited to, talent acquisition, talent management, classification and compensation, employee and labor relations, and varied HR services. 

This role develops and establishes a strategic approach to human capital management and works to create consistent application across the City’s departments.  It is responsible for developing division strategies, plans, and goals; developing and implementing unit policies, processes, procedures, and programs to ensure appropriateness and consistency.  This role helps to develop, recommend, and interpret the City’s rules and policies; ensures appropriate application of HR support; and manages vendor relations, activities, and systems, where and when applicable.

Work is performed under the supervision of the Deputy Director.  

This position exercises supervision over Human Resources Shared Services personnel. 
 

Duties and Responsibilities

Unit Leadership  (40%) - Essential
Provides leadership and oversight of designated area(s) and functions within Human Resources Shared Services.  Work with peer HR Administrators to ensure consistency, resolve problems, coordinate efforts and help build positive culture of consistent improvement and staff accountability.

Develop mechanisms for measuring success and tracking key performance metrics.  Assist in investigating and resolving personnel-related issues.
Develop and propose policies, processes, and procedures ensuring appropriate and consistent. Monitor and evaluate programmatic and operational effectiveness making ng necessary changes for improvement. Collaborate with HR leaders and other internal stakeholders to develop and implement strategies to reduce litigation risk. Establish, collect, and report appropriate metrics to ensure the efficiency and effectiveness of HR Shared Services.

Staff Supervision  (15%) - Essential

Provide leadership, direction, inspiration, mentorship, coordination, and training/development to staff. Initiates task assignments, workload management, and resolve daily operational problems. Coordinates training, evaluations, resolving conflict, authorizing leave, corrects performance, and building a productive work environment. Establishes performance standards, assesses performance, counsels, and evaluates performance of assigned personnel. Supervises first-level managers.

Compliance  (15%) - Essential

Act as a subject matter expert in various human resources functions. Consult, recommend, and provide guidance in human resources policies, procedures, and laws in relation to designated area(s) and functions.  Provides interpretation, information, and advice regarding city policies and procedures, labor agreements, Arizona Revised Statutes, Civil Service, City Charter, City Code, Administrative Directives, Department policies, and other rules and regulations that impact the city. Ensure adherence to internal controls and external requirements including regulatory compliance. Work with HR Leadership and the City Attorney’s Office on potentially litigious issues.

Strategic Planning  (10%) - Essential

Assist HR Leadership in providing strategic problem-solving, innovative leadership, planning, and guidance for designated area(s) and functions.  Use key performance metrics and priorities outlined by leadership to coordinate and apply resources (staff, time, training, materials, etc.) to meet goals.  Develop and modify procedures and processes to promote efficiency and efficacy.
