The Role 

The duration of this full-time position is 18 months, with a possibility for an extension. The position is contingent upon the execution of a sub-contract between Save the Children and the Contractor

As the Senior Advisor, Humanitarian Assistance, you’ll be integral to our work in helping vulnerable children achieve a brighter future. You will support the Famine Early Warning Systems Network (FEWS NET) 8 Decision Support Contract. FEWS NET is an integrated set of activities funded by the United States Agency for International Development (USAID) and is intended to provide timely, accurate, evidence-based, and transparent food security early warning information and analysis. FEWS NET’s Decision Support (DS) team, which is charged with providing integrated monitoring and analyses of current and forecast acute food insecurity in countries worldwide to support the United States Agency for International Development’s Bureau for Humanitarian Assistance (BHA) policy and programmatic decisions. FEWS NET 8 intends to design and implement a Humanitarian Assistance Decision Support Tool (HADST) that seeks to fill a gap in tracking and reporting on global food assistance operations, destinations, quantities, and values as an operational input to humanitarian assistance decision-making, and to assist with merging these variables with early warning assessments, global food price movements, food trade patterns, and commodity flows.

You will play a key role in leading the development of the DS Team’s input on design of the HADST, including on its technical content and functionality. Moreover, the HASS will serve as the DS team’s key liaison to the FEWS NET Learning and Data Hub and other mechanisms working on design, development, and implementation of the HADST. The HASS will also engage with members of the DS team and relief agencies to identify key sources of information on humanitarian response planning and operations and to pursue durable data sharing agreements with the objective of securing more regular and direct ingestion of humanitarian assistance information into the HADST and to inform design of the HADST to accommodate agencies’ varying data types, structures, and frequencies.

What You’ll Be Doing (Essential Duties) 

• Technical Leadership (60%)
  • Leading development of the DS team’s input on design of the HADST, including its technical content and functionality.
  • Contributing input on key technical, data management, data systems, and information and communication technology (ICT) matters to inform DS leadership decision making regarding HADST priorities and functionality.
  • Collaborating with members of the FEWS NET DS team, including the Data Management Advisor, Data Management Specialists, Quality Assurance and Methods Advisor, and Humanitarian Assistance Analysts (HAA) to ensure coordination on delivery of data and data analysis products in fulfilment of USG and USAID regulations.
  • Collaborating with members of the DS team, particularly the HAAs, to exchange knowledge of and information from existing and potential sources of humanitarian food assistance.
  • Coordinating with the Quality Assurance and Methods (QAM) Advisor on qualitative information collection and storage strategy, practices, and implementation as it relates to humanitarian food assistance (HFA) information.
  • Supporting DS team members with accessing HADST data and information to inform DS analysis, as needed.
• Representation and Stakeholder Engagement (30%)
  • In coordination with the Network Development and Capacity Building Advisor and other members of the DS team, engage with key members of the relief agency community to identify, pursue, and secure data sharing agreements on humanitarian food assistance planning, operations, and delivery.
