The Office of Sustainability (OOS) is within the portfolio of the Managing Director’s Office of Transportation, Infrastructure, & Sustainability (OTIS). Also included in this portfolio are the Streets Department, the Water Department, and the Office of Complete Streets. Together, the OTIS portfolio drives change through transportation and infrastructure systems with policies and programs that provide cost-effective, quality services with a focus on residents.

OOS works with partners around the city to improve quality of life in all of Philadelphia neighborhoods through addressing environmental justice, reducing the city’s carbon emissions, and preparing Philadelphia for a hotter and wetter future. Our Climate Resilience team addresses the impacts of climate change on Philadelphia by assessing and communicating climate risk and developing plans, programs, and policies that build resilience, protect residents, advance environmental justice, and improve quality of life. Our Environmental Justice team advances environmental justice through education, policy advising, directly resourcing frontline communities, and supporting the resident-led Environmental Justice Advisory Commission. Our Climate Solutions team advances Philadelphia’s citywide equitable clean energy transition to meet climate goals through building energy benchmarking and performance policies and is developing an energy poverty alleviation strategy through Inflation Reduction Act funding opportunities. Our Municipal Energy Office reduces the City’s carbon footprint through strategic management of its energy portfolio by reducing energy use, using smart procurement, and increasing the use of renewable sources.

Job Description

The Project Manager of Flood Resilience will play a crucial role in addressing both flood risk management and stormwater pollution prevention. Reporting to the Program Manager of Flood Resilience and Compliance Strategy, this position will oversee a range of climate resilience-based projects and stormwater-related permit compliance throughout the city. The primary objective is to support the implementation of strategic plans and the development of internal and external resources that effectively mitigate challenges posed by a changing climate, including higher average temperatures, severe storms, and increased flooding events. In this capacity, the Project Manager will work closely with various City departments, communities, and external partners and agencies. Their responsibilities encompass project design, implementation, and reporting. Moreover, they will provide technical expertise to assess the potential impacts of climate change and bridge critical resource gaps.

Given that flooding is Philadelphia's leading natural hazard and is expected to become more prevalent in the future, the Project Manager will have a specific focus on advancing a comprehensive approach to flood risk management and flood impact mitigation. This will involve providing programmatic support and working with subject-matter experts to drive targeted initiatives aimed at reducing flood risk, minimizing damage in flood-prone areas, and improving stormwater management on City-owned sites. These initiatives include creating an internal training and education framework and updating and enhancing resources, plans, and policies.
