SUMMARY

Provide personnel policy and procedure guidance to employees and management. Maintain up-to-date knowledge of federal and state employment law and compliance requirements. Coordinate open enrollments, changes, and training for employee benefits programs. Respond to human resources-related inquiries.

MAJOR DUTIES AND RESPONSIBILITIES

  • Administer and oversee performance evaluations for a workforce of over 600 employees, ensuring compliance and timely implementation of merit increases.
  • Collaborate with managers to provide coaching and guidance for employee development plans.
  • Monitor performance metrics and assist in implementing strategies to address areas of improvement.
  • Partner with CATS Talent Acquisition to manage recruitment processes, including job postings, interview scheduling, application screening, and participating on interview panels.
  • Support employee onboarding and offboarding processes.
  • Assist with position management, including job requirement analysis and updates to job descriptions.
  • Provide backup support for the leave management coordinator as needed.
  • Assist with payroll timekeeping and processing as required.
  • Act as a liaison for employee benefits, coordinating enrollment, addressing inquiries, and sharing information regarding available benefits.
  • Respond to employee concerns, offering resolutions and fostering an inclusive, supportive work environment.
  • Support employee relations efforts, including addressing concerns, conducting investigations, and reviewing disciplinary actions for compliance with company policies.
  • Process HR transactions and assist with data entry tasks.
  • Maintain accurate and up-to-date employee personnel records.
  • Oversee human resource functions across multiple shifts to ensure consistency in applying city policies and procedures while ensuring compliance with laws and regulations.
  • Prepare management reports, deliver oral presentations, and draft other documents as needed.
  • Perform additional duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Comprehensive understanding of human resources principles, organizational development practices, and relevant laws.
  • Familiarity with federal and state regulations, including but not limited to FLSA, ADA, FMLA, COBRA, HIPAA, and Title VII.
  • Understanding of human behavior and performance dynamics.
  • Ability to work independently, exercise initiative, and meet deadlines with minimal supervision.
  • Strong critical thinking and problem-solving skills.
  • Excellent verbal and written communication, interpersonal, and team collaboration skills, with a focus on effective communication strategies.
  • Capability to manage multiple projects and create training/reference materials for users.
  • Proficiency in conflict resolution and experience in handling sensitive workplace issues is preferred.
  • Advanced proficiency in Microsoft Office; experience with Workday or recruitment software is advantageous.
  • Flexibility to work non-standard hours, including nights, weekends, holidays, or during special events and emergency responses.

PREFERRED QUALIFICATION

Degree in Human Resources or Business/Public Administration;

Previous experience with Workday and Kronos timekeeping system.

High School Graduate or Equivalent and Fire Years of Experience

2 Year College Degree and Three Years of Experience

or

Bachelor's Degree and One Year of Experience

or

Masters Degree
