Project/Unit Description

As one of eight GTRI laboratories, the Electro-Optical Systems Laboratory (EOSL) focuses on optical systems engineering research for sponsors across the Department of Defense. Additionally, the EOSL research portfolio includes lidar; sensing and seekers; photonic devices and microelectronics; and survivability-related modeling, simulation, and analysis for multi-spectral applications. The EOSL has over 150 researchers and staff, with three main divisions: the Electromagnetic Warfare & Survivability Modeling & Simulation Division, the Electro-Optical Infrared Systems Division, and the Photonics & Microelectronics Division.

Job Purpose

DoD Business analysts oversee and advise on financial portfolios for sponsored research projects. They are experts in the GTRI Body of Knowledge for DoD Sponsored Program Financial Deliverables and requirements such as: Earned Value Management, DoD Financial, Accounting, and Contract structures, Georgia Tech financial systems, and sponsored program financial deliverables. They are responsible for the financial forecasting, reporting, closeout planning, and financial management of DoD sponsored projects.

Key Responsibilities

  • Navigates and makes recommendations on complex DoD financial requirements, such as EVMS Able to independently create develop and manage financial deliverables
  • Creates tools and templates to create PMSO knowledge base infrastructure
  • Keeps up with PM, DoD industry standards, and Georgia Tech financial software to update PMSO tools and methodologies
  • Trains PDs and Junior PMs on maintaining financial tracking standards for tools and methodologies
  • Able to independently assess customer requirements and suggest PM infrastructure
  • Navigates contract awards and modifications, and awarding budgets according to sponsor requirements.

Additional Responsibilities

  • Serve as lab-wide resource to align sponsors with appropriate contracting mechanisms that expedite awards.
  • Develop, establish, and maintain relationships between EOSL and key sponsors.

Required Minimum Qualifications

  • 5+years demonstrated proficiency in Microsoft Office Suite
  • 3+ years experience providing oversight of large (multi-million) budgets
  • 3+ years demonstrated experience with budgets management and/or financial oversight
  • Ability to obtain and maintain a DoD Secret Security Clearance

Preferred Qualifications

  • Active Secret Clearance
  • 3+years experience with Workday enterprise tool
  • 3+years Experience with ProPricer pricing software
  • Familiarity with procurement lifecycle
  • Familiarity with Electro-Optical/Infrared technical concepts
