Job Summary

The Strategic Resource Management (SRM) Division of the Information Technology Department (ITD) at the International Monetary Fund (IMF) is looking to fill a Budget Officer position. The selected individual will be responsible for supporting the Department’s integrated financial management approach of all IT financial resources and benefits from our IT investments into downstream operations and vice-versa for greater value realization and accountability. The Budget Officer will:

  • Apply knowledge of the IMF budget policies and processes to support the administrative and capital budgeting processes.

  • Adopt a Technology Business Management (TBM) framework to improve business outcomes by consistently translating technology investments into business value through transparency of costs, consumption, and performance.

  • Support an integrated data-driven approach to strategic decision-making through a set of protocols to plan, manage, optimize costs through the establishment and monitoring of key financial performance metrics.

  • Perform holistic, dynamic and rigorous data analysis to: (i) monitor expenditure trends to evaluate budget performance related to the development and maintenance of information systems; (ii) support the identification and reporting of cost elements; (iii) assist with the identification of inter-dependencies of investments to reduce Total Cost of Ownership (TCO) and; (iv) support, as necessary, the optimal execution and sequencing of IT investments and operational improvements.

  • Work independently to coordinate and execute budgeting activities with the central Office of Budget and Planning (OBP), as well as other Fund departments.

  • Contribute to special projects and organizational reviews.

  • Contribute to the preparation of associated budget related documents for the Committee on the Budget and Executive Board.

Major Duties and Responsibilities

  • Conducts Total Cost of Ownership (TCO) assessment of applications.

  • Analyzes monthly consumption and financial variance reports to support financial model(s).

  • Responsible for the development and maintenance of Fund-wide analytical models of expenditure patterns and projections and other tools used for budget monitoring and control.

  • Tracks IT expenditures to control spending, rationalize, identify efficiencies, where possible, and adjust budgets, as needed.

  • Monitors, reports and identifies spending patterns to SRM Division Chief.

  • Conducts and reports on monthly budget discussions with IT stakeholders to review allocations and expenditures.

  • Develops, prepares and maintains monthly and quarterly operating and capital budget variance and forecast reports for the SRM Division Chief and Department’s senior management and the Office of Budget and Planning.

  • Reviews cost-benefit analysis artifacts to assess recurring financial impact of capital investments on operational budget and cloud costs.

  • Responsible for preparing and maintaining spreadsheets and databases related to the development of ITD's operating and capital budget formulation and submission.

  • Responsible for carrying out special analysis of the budget performance of the department and projects, including financial reports to advise ITD management of the status of various operating and capital budget items using information extracted from corporate and divisional accounting systems and databases.

  • Represents the Department in discussions and negotiations with other Fund departments and participates in selected meetings with management.

  • Coordinates and executes the approval of funding for capital projects throughout the budget life cycle and ensures that the funds are allocated to the proper capital accounts while identifying carry-forward funding needs and arranging for the return of unspent funds.

  • Leads year-end process and projections.

  • Develops and maintains financial metrics/indicators and reporting processes to monitor outputs, inputs, and cost-effectiveness of ITD’s programs and activities.

Minimum Qualifications

Educational development, typically acquired through the completion of an advanced university degree in Accounting or Finance or Economics or Information Technology or a related field of study plus a minimum of 4 years of relevant professional experience; or a bachelor’s degree in a related field of study plus a minimum of 10 years of relevant professional experience, is required.

The professional qualifications below are also required:

  • Overall understanding of IT delivery models and IT financial management best practices is required.
