General Description and Classification
The Management Analyst I perform a wide variety of analytical and data management tasks related to the Fire Department’s operations and management systems. This role focuses on collecting and organizing data from various sources to develop insights, maintaining reporting processes, and producing periodic organizational reports and/or around payroll analyst, audits, time management, etc.
Supervision Received
Works under supervision, both independently and as a collaborative team member.
Reports to: Atlanta Fire Rescue Department/Human Resources
Essential Duties & Responsibilities The following responsibilities are typical for this position but are not exhaustive. Additional duties may be assigned as needed.
- Conduct specialized analyses of Fire Department’s operations, processes, productivity, and effectiveness.
- Maintain and support ongoing reporting and analysis systems to provide indicators of department performance and trend analyses.
- Develop reports on Fire Department’s trends, best practices, and strategic insights for planning and budget development.
- Participate in department and cross-organization teams to enhance processes and productivity.
- Plan and execute special research or analysis projects as required.
- Prepare reports and presentations of findings and recommendations for senior Fiscal leadership.
- Monitor and analyze time management systems, ensuring compliance with established guidelines and deadlines.
- Participate in special projects related to strategic planning and budgeting, contributing analytical expertise to organizational initiatives.
- Monitor work schedule assignments, including adding or updating new hires, reassignments, and memorandums.
- Oversee time management by ensuring statuses of editable timecards are approved by the deadline.
- Review and analyze various reports, including:
- Absence Reports: Ensure absences are approved; research as needed; provide examples of accrual types, including FMLA (intermittent, maternity/paternity), paid/unpaid leave, and military leave.
- Daily Variance Reports: Review discrepancies in scheduled hours.
- Calculated Time Summary: Verify accurate total hours.
- AFRD Reports: Validate separation and HR leave dates relative to requested accruals.
- Payroll: Assists compensation staff in data gathering for compensation survey inputs. Escalates issues to Senior level supervisor or manager for resolution. Decision Making Follows standardized procedures and written instructions to accomplish assigned tasks.
- Status Changes, Time Sheet Data, Retroactive adjustments, special pay, rate changes, etc.
- Adhere to payroll and time schedule deadlines.
Decision Making
Determine priorities, work methods, and timelines for assignments from Fire/HR leadership while using judgment and discretion in developing recommendations.
Leadership Required

Education and Experience
- Associate or bachelor’s degree in management, business, public administration, or a related field. (Equivalent professional experience may be considered as a substitution for the required degree.)
- 1 year of professional or analytical experience.
