Job Summary:The Arizona State Land Department manages over 10,000 leases, permits, rights of way, sale/purchase agreements and other contracts relating to the management, use and disposition of 9.2 million acres of State Trust lands. State Trust lands are lands granted to the State of Arizona pursuant to the federal Enabling Act. The Trust lands are held in Trust for the common public schools and 13 other public institutions. Any use or disposition of State Trust lands must benefit the Trust's beneficiaries.
Under the guidance of the Real Estate Division's Sales & Commercial Leasing Section Manager, the Land Disposition Project Leader II position will coordinate the processing of varied, high priority, multi-disciplinary land disposition project transactions. These projects are highly visible and often represent very high (multi-million dollar) revenue generation potential for the Trust.
Upon successful completion of the required training and probationary period, this position may offer the ability to work a hybrid remote work schedule, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona. Remote work is a management option and not an employee entitlement or right. An agency may terminate a remote work agreement at its discretion.
Job Duties:• Manages a portfolio of complex application files, directing and assisting in the structuring of land sales, commercial leases, land use permits and/or right-of-way contracts of medium to high complexity. Makes recommendations to the Sales & Commercial Leasing Section Manager relative to management, disposition alternatives and unique elements of each application file.
• Processes application files in accordance with agency policies and standard work procedures, managing and documenting specific tasks and management procedures within the agency's CMS system. Adheres to established metrics guiding timely completion of initial application assessment, due diligence, subject property valuation and auction file preparation tasks. Provides regular status reports as requested by Real Estate Division leadership and the Commissioner.
• Engages with the agency's Right Of Way (ROW) and Planning & Engineering sections to ensure coordination of critical land development infrastructure (e.g. access, wet and dry utilities, etc). Manages interdisciplinary project teams, serving as team member or project manager for multi-disciplinary teams consisting of staff professionals including planners, engineers, cadastral specialists, attorneys, title examiners, natural resource managers and appraisers.
• Assesses newly assigned Sales & Commercial Leasing applications, determining appropriate levels of involvement of internal and external disciplines (state, local and federal) and establishing project schedules and timelines as appropriate. Performs public relations activities, engaging appropriate agency staff as required to evaluate and resolve sensitive issues.
• Prepares and assists in the development of Sales & Commercial Leasing Section standard work, desk procedures and processing instructions. Assists in the evaluation, drafting, and implementation of new rules, procedures, policies, reports and documents. Conducts formal and informal meetings, internal and external to the agency. Provides technical and administrative guidance to agency staff regarding Sales & Commercial Leasing project administration.
