Job Description

Turner & Townsend Heery is seeking an experienced Construction Project Manager / Clerk of the Works to oversee a new behavioral health hospital construction project.

This position is onsite at project site, Petersburg, VA.

VA DGS has requested a Construction Project Manager / Clerk of the Works for the Replacement Central State Hospital project in Petersburg, VA. This new facility will be constructed on the campus of the existing Central State Hospital complex but will be completely independent of any existing infrastructure serving the campus. This position would be under our existing on-call contract.

This is a 42-month project, to start in Sept 2023.

PROJECT CHARACTERISTICS:

Central State Hospital (CSH) is an in-patient behavioral health hospital, serving acute forensic, secure forensic and civilly committed patients. It is the only maximum security forensic behavioral health hospital in the Commonwealth. The existing facility is comprised of approximately twenty-three (23) deteriorating buildings well beyond their useful life, and they are among the older patient care buildings within the Department of Behavioral Health and Developmental Services (DBHDS) system. The purpose of this project is to replace this aggregate of outdated and dangerously declining facilities with a single facility that will provide secure, code-compliant in-patient treatment and support services to meet the increasing strain placed on the existing buildings. The new facility will be appropriately designed to meet the needs of these vulnerable populations, as well as the Joint Commission certification standards for Behavioral Health Care and patient safety. The new facility will encompass approximately 471,000 square feet, and will provide a total of 252 in-patient beds, comprised of 111 maximum security and 141 civil beds. The scope of the project will include patient treatment/program areas and administrative and support services space. The design will anticipate the construction of a future 48-bed addition. This future addition will be designed through preliminary documents only. The new facility is envisioned to be two- stories at administrative areas, but single-story at all patient living and treatment areas, where treatment areas will be delineated for maximum security and civil patients. The project includes secure enclosed courtyards for outdoor recreation of those committed for care. An integrated system of security, safety and information technology will be required.

Responsibilities:

• Conduct and monitor the progress of construction on a daily basis.
• Review status of work completed during the period covered.
• Review that work is generally proceeding in a good and workmanlike manner and in general accordance with the approved drawings and specifications.
• Review contractors' direct cost payment requisitions and budget status.
• Review of subcontracts, bonds/subcontractor default insurance, review of change orders, review of Developer's monthly job cost reports and opine on adequacy of contingency, review of construction and disbursement schedules.
• Prepare project status reports and recommend the release of construction funds.
• Review contract drawings and specifications and opine for completeness and general compliance with commonly accepted architectural /engineering best practices.
• Analyze the contractor’s direct and indirect cost budget including cost estimate back-up. 
• Spot quantity take-offs and review of supporting documentation submitted by the contractor and subcontractors.
• Prepare Construction Risk Assessment Reports.
• Turner & Townsend Heery to provide Clerk-of-Works services as per the Construction Professional Services Manual (CPSM).
