General Description and Classification Standards

The individual in this position will be responsible for facilities management, performance management, compliance, and oversight for various Airport facilities. This includes tenant-occupied buildings and Department of Aviation facilities and assets. Duties include but are not limited to ensuring that tenants and third-party service providers are meeting service levels; managing the performance of facilities to ensure optimal operation; ensuring that all airport facilities operate within federal, state, and local regulations and comply with standards relating to building codes, safety codes, and environmental regulations. This is a highly experienced professional who trains other professionals or serves as a specialized subject matter expert in one or more specific areas. This level would be expected to have noticeably greater leadership or technical responsibilities than the Manager level. This is not a routine promotional level and the specific justification for classification at this level must be documented.

Supervision Received

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties & Responsibilities

Directs staff on critical job functions and directions and/or approvals for meetings with internal and external customers.

Oversee facility inspections to ensure compliance with safety standards, identifying maintenance needs, and implementing corrective actions as necessary.

Ensuring facilities adhere to regulatory requirements and safety standards through thorough inspections and reporting.

Regularly reviews the performance of contractors and vendors against contract terms to ensure compliance. Takes corrective action if performance standards are not met.

Conducts regular audits of contracts to ensure compliance with terms and conditions. Prepares and presents reports on contract performance and compliance issues to senior management.

Coordinates and oversees project progress essential to maintaining efficient facility operations.

Monitors the activities of DOA and tenant activities and facilitates routine inspections of facilities and assets.

Maintains comprehensive and organized records of all contracts, amendments, and related documentation. Ensures that records are easily accessible for audit and review purposes.

Engages with internal and external stakeholders to ensure contract compliance and alignment with organizational objectives.

Direction received is very general and focuses on end results and is typically collaborative in nature. Position plans own work and project schedules and sequences.

Typically has formal project management and/or skills development responsibilities.

Knowledgeable in Program and Project Management.

Specific Subject Matter Expertise in Mechanical, Electrical, Plumbing, Civil, Structural, and Fire & Life Safety disciplines with the ability to read and interpret scaled drawings.

Knowledgeable in contract compliance and performance monitoring.

Strong administrative skills with experience in managing schedules, budgets, and reporting.

Exceptional Time Management skills, establishing deadlines for project work.

Exceptional technical and leadership skills.

Skill to effectively influence results.

Ability to develop professional and leadership skills in others.

Ability to effectively build partnerships across the organization.

Minimum Qualifications Education and Experience

Bachelor’s degree in an engineering discipline such as mechanical or electrical is very beneficial (and/or an equivalent discipline). 5 years of specific professional experience. Must have some project management or leadership experience; general business administration knowledge and experience and supervisory and/or managerial experience is required.

Preferred Education & Experience

Master’s degree in an engineering discipline such as mechanical or electrical and 8-10 years of specific experience with extensive project management or leadership experience; direct knowledge of mechanical, electrical, and plumbing operati
