The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This is a professional OPS position in the Bureau of Recovery’s Individual Assistance Unit responsible for coordinating programs related to the housing needs of survivors following disasters. This may include managing statewide housing or long-term sheltering programs, such as Non-Congregate Sheltering, coordinating FEMA Direct Housing Missions, intaking and resourcing specific survivor unmet needs related to housing and/or identifying permanent housing plans for individuals in temporary housing and sheltering programs. This position also provides technical assistance to local governments in the development of local housing strategies and chairs the State Disaster Housing Task Force. This position reports to the State Individual Assistance Officer.
Key responsibilities include:

Coordinate with local, state, federal, non-governmental, and private sector resources related to pre- and post-disaster housing needs.

Seek funding opportunities and other resources to maximize the recovery assistance available to Floridians.

Provide technical assistance to local governments to review, develop, and update local disaster housing strategies and promote disaster housing resiliency.

Assist with the implementation, coordination, and management of Non-Congregate Sheltering programs and other Public Assistance grant funded projects that support individuals and households in disaster recovery.

Serve as the lead position to coordinate with FEMA and other federal agencies on FEMA Direct Housing missions.

Chair the State Disaster Housing Task Force.

Oversee annual reviews and updates of the State Disaster Housing Strategy and Administrative Plan.
