Job Description
Oversee the Capital Budget (Federal Capital Fund Grants, City Capital, State and Disaster Recovery grants) which includes:
o Administer and prepare NYCHA’s annual Five-Year Capital Plan.
o Process receipts of HUD Grant funds in the EPIC system.
o HUD’s Energy Performance Information Center (EPIC) system updates.
o Review Obligation & Expenditure Reports weekly and monthly – flagging “at risk” items for the respective department.
o Serve as a liaison for individual departments that administer capital funds liaison with HUD on all Federal Capital Grants including competitive grants.
o Liaison with OMB on all City funding allocations to NYCHA, including city expense funds and disaster recovery funds.
o Manage the certificate to proceed process and budget entries in the City’s Financial Management System (FMS).
o Reconcile and report on variances between City Capital Financial Plans.
o Conduct data analysis and create easy to digest presentation.
o Represent the Unit in key initiatives for both internal and external.
o Support system integration, prepare high-quality presentations, and collaborate across departments to support capital investment decisions.
o Streamline Capital process and reports.
Oversee the Contract Registration unit which includes:
o Process City Contract Registration with Comptroller’s Office, including entering contract information into FMS and corresponding with the Comptroller’s office on issues.
o Manage Hierarchy approvals in Oracle Purchasing.
o Manage the account category numbers for purchase items in Oracle.
o Reconcile commitment variances between Oracle and FMS.
o Assist departments with POETA coding for capital funds.
o Develop reports to track the status of contracts registered.
o Ensure transparency, timely renewals, and proper governance across all contractual obligations by close coordination with legal, procurement, finance, and operational team.
o Supervise ~10 staff members.

Qualifications
1. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time, progressively responsible experience in real property management, at least 18 months of which must have been in a managerial capacity involving the supervision of a large staff of property management agents and/or housing development specialists and requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work. "Progressively responsible experience" must
be demonstrated by a work history of promotions and/or assumption of increasingly responsible duties and assignments. Experience in building construction or renovation; management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management in connection with housing or with reconstruction/rehabilitation projects; supervision of receivership, tenant relocation and anti-abandonment work in housing and other properties, and buildings owned, managed, to be acquired by the City, or at risk of being abandoned; or building maintenance will be accepted up to a maximum of three years toward meeting the general requirements; or
2. A baccalaureate degree from an accredited college and four years of experience described in "1" above, including eighteen months of experience in managerial capacity; or
