Project Description:

 Saudi Arabian Bechtel Company is providing Project Management Consultancy (PMC) services including technical, commercial, and construction management for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. “NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.” NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

 

Summary of Responsibilities:

The Deputy Program Director for the Delivery of Roads, Camps and Special Project delivery portfolios is assigned to the field construction organization in a managerial capacity and is responsible for the oversight of the Project Management activities. This position is responsible for overseeing all appointed Contractor’s job site activities and ensure that the construction operations and contractor’s performance are in compliance with project ES&H, Quality, schedule requirements, whilst maintaining effective relationships when interfacing with all stakeholders.

 

 Essential Job Duties:

• Oversees compliance with the Environmental, Safety & Health program for both the field work environments including contractor and subcontractor activities.
• Supports the Program Director in all aspects of the delivery for the associated area.
• Acts in place of the Program Director when the Program Director is absent from site on rotational leave.
• Manages the relationship with the client counterparts and other stakeholders.
• Leads communications and presentations to NEOM customer team.
• Supervises the development of scope of Regional Infrastructure budgets and schedules.
• Formulates and recommends project delivery strategies, plans, and programs for the orderly execution of projects within the Delivery Sector
• Ensures integration of the project organizational structure, including off-project functional and specialist support. Reinforces roles, responsibilities and authorities to project team members/partners and the Customer.
• Ensures scope and objectives are defined and adhered to, best practices/lessons learned reviewed by and collected from project teams, detailed work plans, schedules, and KPIs are established, and project procedures are observed. Obtains concurrence by the members of the project team, functional management and the Customer. Ensures integration of multiple execution units and entities.
• Monitors and controls all contractual commitments to ensure that project teams are executing their roles and responsibilities within the bounds of the contract, that a trend program is in place, that change orders and claims are processed in a timely manner.
• Ensures that all Customer communications on the prime contract are documented. On behalf of the Customer, ensures project delivery teams are managing the Customer’s contractors. Provides guidance to the Customer within the requirements of the prime contract.
• Holds the PMC and Contractor delivery teams accountable for delivery to safety and quality requirements and cost and schedule constraints.
