Overview
Parks Employee Services Analyst I performs and provides entry level human resources activities in recruitment, applicant interviewing, examination administration and security, payroll processing, testing validation, and other tasks in support of the City and its departments.
Essential Functions
1 Provides competent Human Resources activities for designated department or group; completes paperwork, fills out forms, maintains files and records, prepares lists, and compiles reports to provide accurate documentation of selection procedures and program administration.
2 Responds to, assists, and resolves requests for special research projects including investigating problems, researching issues, gathering and collecting data, and compiling statistical information to provide staff support.
3 Answers questions in person and by telephone, drafts correspondence, and interprets policies and procedures to ensure understanding of practices.
4 Screens, evaluates, and processes applicants to select candidates with appropriate education and experience to qualify for written examinations for positions; schedules applicant testing.
5 Monitors, checks, and enforces test security procedures and practices to ensure the integrity and quality of examination materials.
6 Maintains, edits, and inventories examination materials to ensure that they are readily available for the administration of tests.
7 Coordinates the scheduling of Civil Service board hearings and notifies appropriate parties of hearing deadline information.
8 Reviews employee benefit eligibility with new employees and ensure that benefit forms are completed accurately.
9 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Human Resources methods, practices, and procedures.
2 Knowledge of recruitment, interviewing, hiring, payroll, and general personnel management.
3 Knowledge of testing procedures and related security practices.
4 Knowledge of City policies and procedures.
5 Knowledge of Civil Service Code and practices.
6 Ability to support human resources and personnel actions.
7 Ability to keep and maintain accurate records and files.
8 Ability to administer testing and hiring processes.
9 Communicating effectively both verbally and in writing.
10 Establishing and maintaining effective working relationships.
Minimum Qualifications
Experience
- Three (3) years' experience in one or more of the following human resources areas: staffing/recruitment, job analysis/classification, compensation/benefits, employee relations, payroll/HRIS administration, employee development/training, or education/employment test administration, development and/or validation.
Licenses and Certifications
None
Education
- High school diploma or GED equivalent.
Equivalencies
- Associate degree a Business, Education or Social Science field plus one (1) year of the required experience will meet the education and experience requirements.
- Associate degree (or higher) in a non-specified field plus two (2) years of the required experience will meet the education and experience requirements.
- Bachelor's degree (or higher) in a Business, Education or Social Science field will meet the education and experience requirements.
Salary Range
